HomeMy WebLinkAboutR-21-0420City of Miami f Legislation Resolution: R-21-0420 File Number: 10661 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 10/14/2021 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ACCEPTING A TOTAL AMOUNT NOT TO EXCEED TWO HUNDRED TWO THOUSAND THIRTY-TWO DOLLARS ($202,032.00) IN THE FORM OF A REIMBURSEMENT GRANT ("GRANT") FROM THE CHILDREN'S TRUST ("TRUST") TO THE CITY OF MIAMI'S ("CITY'S") DEPARTMENT OF GRANTS ADMINISTRATION'S ("DEPARTMENT") EDUCATION INITIATIVES FOR THE FAMILIES FIRST PARENTING PROGRAM ("PROGRAM") AND AUTHORIZING THE CITY'S IN -KIND SERVICES MATCH IN THE TOTAL AMOUNT NOT TO EXCEED TEN THOUSAND SEVEN HUNDRED NINETY-FIVE DOLLARS ($10,795.00) TO FUND THE PROGRAM ADMINISTERED BY THE DEPARTMENT AT VARIOUS CHILD CARE CENTERS WITHIN THE CITY; ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "THE CHILDREN'S TRUST GRANT FOR EDUCATION INITIATIVES 2021-2022 FAMILIES FIRST PARENTING PROGRAM" TO ACCEPT THE GRANT; APPROPRIATING THE GRANT WITH IN -KIND SERVICES; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A CONTRACT WITH THE TRUST AND TO NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE WITH THE GRANT FOR SAID PURPOSES FOR THE PERIOD COMMENCING AUGUST 1, 2021 AND ENDING SEPTEMBER 30, 2022, WITH THE OPTIONS TO RENEW FOR UP TO ONE (1) ADDITIONAL SIMILAR PERIOD AT THE SAME NOT -TO -EXCEED AMOUNTS UNDER THE SAME TERMS AND CONDITIONS FOR THE PROGRAM, SUBJECT TO BUDGETARY APPROVAL AT TIME OF NEED. WHEREAS, the City of Miami's ("City's") Department of Grants Administration's ("Department's") Education Initiatives have been awarded one (1) reimbursement grant from The Children's Trust ("Trust") for the City's Families First Parenting Program ("Program") in an amount not to exceed two hundred two thousand thirty-two dollars ($202,032.00) ("Grant') commencing August 1, 2021 and ending September 30, 2022; and WHEREAS, the Trust has changed its fiscal year to commence on October 1, 2022 and in this transition year, the Trust has extended the contract term from August 1, 2021 through September 30, 2022 and allocated funds for the fourteen (14) month transition year; and WHEREAS, the Program is comprised of a cooperative effort between the City's Department and one (1) for -profit organization, Exceptional Consulting for Educational Leaders, Inc., (collectively, "Service Providers") for its successful implementation; and City of Miami Page 1 of 3 File ID: 10661 (Revision:) Printed On: 1012612021 File ID: 10661 Enactment Number: R-21-0420 WHEREAS, the goal of the Program is to offer a parenting program designed to incorporate literacy skills, parent -child activities, strengthen oral language development, give parents a venue to share concerns, learn new behavior strategies, and connect parents to a variety of support family stability; and WHEREAS, the City Manager and the Department are requesting for the City Commission to authorize the City Manager to negotiate and execute and, if necessary, to amend, extend, or modify, after consultation with the City Attorney, a contract with the Trust Contract for the period from August 1, 2021 through September 30, 2022 with the option to renew for up one (1) additional similar period at the same not -to -exceed amounts under the same terms and conditions for the Program, subject to budgetary approval at time of need; and WHEREAS, under the Grant, the City is required to provide an in -kind match in an amount not to exceed ten thousand seven hundred ninety-five dollars ($10,795.00) ("City's In - Kind Match"); and WHEREAS, the City Manager and the Department are requesting the appropriation of the Grant and the City's In -Kind Match for the Program and to fund the respective Service Providers initially for the Fiscal Year 2021-2022 with future Fiscal Year funding subject to budgetary approval at the time of need; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to accept the Grant from Trust for the Department's Program and to appropriate the City's In -Kind Services Match corresponding to the services provided to the Program by the City's Education Initiatives Coordinator within her regular working hours to fund the Program administered by the Department at various day care centers within the City. Section 3. The following new Special Revenues Project is established and resources are appropriated as described below: FUND TITLE: The Children's Trust Grant for Education Initiatives 2021-2022 Families First Parenting Program RESOURCES: The Children's Trust $202,032.00 City of Miami's In -Kind Match ($10,795.00) APPROPRIATIONS: $212,827.00 Section 4. The City Manager is further authorized' to negotiate and execute an agreement with the Trust and to negotiate and execute any other necessary amendments, extensions, and modifications, all in forms acceptable to the City Attorney, to implement the acceptance of and compliance with the Grant for said purposes for the period commencing ' The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by applicable City Charter and City Code provisions. Section 5.
