Background of Item: Pursuant to Chapter 18 of the Code of Miami -Dade County, Florida, and Section 1.01(a) of the Miami -Dade County Home Rule Charter, and approval by the Miami -Dade County Board of County Commissioners by adoption of Ordinance, authorizes the creation of the Natoma Manors Security Guard Special Taxing District ("Taxing District") on April 27, 1999. The Board of County Commissioners authorized the County Manager to execute a revised Interlocal Agreement with the City of Miami ("City"), for the continued provision of police roving patrol services for said Taxing District. Section 163.01, Florida Statutes and the Miami -Dade County Home Rule Charter, as amended, permit the County and the City to enter into interlocal agreements. The City and the County desire to enter into this Interlocal Agreement to provide for police services in the Natoma Manors Security Guard Special Taxing District consisting of services management, supervision, manpower, equipment, vehicles and supplies as required. WHEREAS, Chapter 18 of the Code of Miami -Dade County, Florida; Section 1.01(a) of the Miami -Dade County Home Rule Charter ("County Charter'); and Ordinance No. 11787 adopted by the Miami -Dade County ("County") Board of County Commissioners ("County Commission") authorized the creation of the Natoma Manors Security Guard Special Taxing District ("Taxing District") on April 27, 1999; and WHEREAS, the County Commission authorized the County Manager to execute a revised Interlocal Agreement with the City of Miami ("City") for the continued provision of police roving patrol services for the Taxing District; and WHEREAS, Section 163.01, Florida Statutes, and the County Charter permit the County and the City (collectively, "Parties") to enter into interlocal agreements; and WHEREAS, the Parties desire to enter into the Interlocal Agreement, attached and incorporated as Exhibit "A", to provide for roving police services in the Taxing District consisting of services management, supervision, manpower, equipment, vehicles, and supplies as required; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to enter into an Interlocal Agreement, in substantially the attached form, with the County for the continued provision of police roving patrol services within the Taxing District. Section 3. The following Special Revenue Project is established and resources are appropriated as described below: FUND TITLE: NATOMA MANORS SECURITY GUARD SPECIAL TAXING DISTRICT RESOURCES: Miami -Dade County $115,194.00 Budgeted Amount for Fiscal Year ("FY") 2021-2022 APPROPRIATIONS: Special Taxing Districts $115,194.00 Budgeted Amount for FY 21-22 Section 4. The City Manager is authorized' to negotiate and execute any and all supplements and amendments to the Interlocal Agreement, all in forms acceptable to the City Attorney, as may be necessary. Section 5. This Resolution shall become effective immediately upon its adoption.
