PZA What is the final plan for the park? I live directly next door and am concerned about privacy and security.
B 2. At a previous meeting with park planners, they had ensured that there would be a concrete wall built for
8850 privacy between my property and the park (right now, there is only a chainlink fence) and that adequate
lighting would also be installed in the park, especially in the dark corner, as that area used to attract
Exce vagrants and vandals. Lastly, while I am fully supportive of Gold Star Families and would welcome a Gold
ption Star Families memorial in the park, the name of the park is terrible. The name "Gold Star Families
- Memorial Mini -Park" is bigger than the ACTUAL park itself! Can't we shorten the name? All the other mini-
2300 parks that were recenyly named, were given simple, shorter names... why is this one so ridiculously big?

The intent was to maintain the unique character of Coconut Grove. People from other parts of the city
come to my neighborhood to walk because of its beauty. This should not change !
The PAZB should strongly support the resolution clarifying the intent of Miami 21. The lack of clarity has
been a deciding factor in court cases that have hurt our community by encouraging inappropriate
development and overdevelopment.
Support the changes to build a mini park in the community. Thank you!

Please vote no. I live in this neighborhood and block. There was no public hearing with actual property
owners for this block. Who actually signed these letters of support they are claiming? This is not Little
River. This is smack in the middle of Little Haiti. We don't need high rises overshadowing our residences.
None of these people actually live in this neighborhood and should not have a carte blanche to change our
neighborhood. They own other properties next to owners that are not part of this slide and are slum
owners. We live next to dilapidated buildings that they own. They need to respect the spirit of the
neighborhood, not as long time home owners to "catch up" to their flashy want to be Wynwood plans
Please support this change to the intent section of Miami 21. It is clear that the present language isn't
working to achieve the intent of preserving neighborhoods and needs to be clarified. Mr. Parrish's proposal
will help.

Please Vote Yes on the recommendations to clarify the language on "intent'. Miami 21 has various
loopholes that get exploited by land use attorneys. Residential neighborhoods and historic neighborhoods
deserve to be protected. I believe that was always the intent of Miami 21. Please vote to accept the
recommendations. Thank you.
Our family has owned the home address 137 NW 74th Street for the past 30 years. MVW has historically
employed tactics geared to disenfranchise and/or forced out older residences in order to acquire all the
properties in question. The applicant has never invited a single long-term adjacent property owner to their
meeting.

I'm writing to support the resolution in item PZAB.6. As a long time resident of Coconut Grove, I have
watched with dismay as we lose our character through unrestricted development and wholesale violations
of the existing code - with impunity. We are the oldest continuous inhabited neighborhood in Miami. When
Googling Coconut Grove, the results are lush, historic, bohemian, streets lined and shaded with giant oaks
and hardwoods. This is what we are known for - this is what people come here for. We are now at risk of
ruining the very things that make Coconut Grove a special place to live and work. We can't continue to
allow development that rips out our trees, installs imposing edifices and threatens the peaceful habitation
of its residents. We should not be lumped into the City of Miami's zoning guidelines. We are a unique
subsection and deserve more protection. And we count on you to do the right thing - before we tip so far
that we can't go back.

I am writing to support the resolution introduced in item PZAB.6. As a Coconut Grove resident, I am
deeply concerned about the loss of tree canopy and scale of new development as it compares to the the
size of lots. New development is too often out of scale and character with our community. Unfortunately,
once old -growth tree canopy and original homes in the Grove are lost, we cannot turn the clock back. The
very character and qualities that have made the Grove immensely attractive and valuable --found in few
other neighborhoods in South Florida --are as quickly being destroyed. I strongly urge the PZAB and the
City Commission to take stronger actions to protect this special community and those who have invested
in living here because of these qualities. The resolution will introduce much -needed changes to the Intent
section of the Miami 21 Zoning Code that are an important step to improving protection.

How will this approvaUchange impact neighboring home owners in terms of property taxes, and changing
the face of the neighborhood? Been here since 1990. We are a residential community and look to remain
just that, especially with an elementary school at the end of the block.
Hi, My husband and I live in the house right in front of the area where you are planning to place this park.
Because of the fact that we are right in front of Coral Way, this entire street (22nd Terrace) does NOT have
PZA any space for residential parking on the street. Every hour of every day this area remains full of cars
B2. belonging to employees and people visiting the shops on Coral Way. I have to sometimes park 6 or 7
8850 houses away or more from my home. If a park were to open up here I fear the parking situation will only
get worse, if not impossible. Moreover, in addition to the parking we have awful drivers speed through
Exce here, even with the roundabout at the end of 22nd Terrace and 24th avenue in place to alleviate reckless

driving. With the park, this would only get worse and even dangerous. Please let us know what the plan
for parking and street safety is. I would love for this to be residential parking only, at feast on 22nd
2300 Terrace. We really need these businesses (and potential parks) to have their own parking. I also fear this
SW area already has enough petty theft activity and unwanted activity because of the nearby bars and
22 restaurants (because of the proximity to Coral Way. A park would give people a place to hangout past the
Ter bar or restaurant closings. The only way I would feel safe or comfortable with this park is if it were closed
at sundown with a fence or gate. In all honesty, we'd prefer this area be sold for residential use vs city
usage. We don't even know what type of park this will be. Please consider this before approving this

As one the neighbors living at 2305 SW 23RD ST, Miami FL 33145, next to property that is being
considered to become a public mini park at 2300 SW 22 Terrace, Miami FL 33145, 1 would like to oppose
the exception to conditions, pursuant to article 4, table 3, and aritcle 7, serciton 7.1.2.6 of ordinance No
13114, as ammended, ('Miami 21 CODE"), to allow civic: recreation facility uses in a 73-R;' suburban
transect zone - restricted classification for the property located at approximately 2300 Southwest 22
terrace. I believe this mini park does not have enough land, and will be detrimental to the neighborhood
security as it will not have a fence or wall to limit it time of operation. Furthermore, I do not believe the
city will have the resources to oversee the security of this mini park.
As a resident of Silver Bluff and as a homeowner, just a few lots over I am in favor of a mini -park. This
neighborhood is filled with both young families and the elderly- all will benefit from a beautiful outdoor
space.
As a native of Miamian, I would like to offer my comments for your vote today to simplify and strengthen
the intent of Miami 21. As it is a perpetual challenge to balance neighborhood preservation with growth,
perhaps if we streamline the language of the intent section we could do both better. Since the courts have
opined on the intent section, it seems this would be the perfect opportunity to amend the language in the
intent section to avoid legal challenges. I urge you to vote YES on the PZAB Resolution.
