As a long time resident of Coconut Grove, I have watched with dismay as we lose our character through unrestricted development and wholesale violations of the existing code - with impunity. We are the oldest continuous inhabited neighborhood in Miami. When Googling Coconut Grove, the results are lush, historic, bohemian, streets lined and shaded with giant oaks and hardwoods. This is what we are known for - this is what people come here for. We are now at risk of ruining the very things that make Coconut Grove a special place to live and work. We can't continue to allow development that rips out our trees, installs imposing edifices and threatens the peaceful habitation of its residents. We should not be lumped into the City of Miami's zoning guidelines. We are a unique subsection and deserve more protection. And we count on you to do the right thing - before we tip so far that we can't go back. I support amending Miami's zoning code "Miami 21" I am writing to support the resolution introduced in item PZAB.6. As a Coconut Grove resident, I am deeply concerned about the loss of tree canopy and scale of new development as it compares to the the size of lots. New development is too often out of scale and character with our community. Unfortunately, once old -growth tree canopy and original homes in the Grove are lost, we cannot turn the clock back. The very character and qualities that have made the Grove immensely attractive and valuable --found in few other neighborhoods in South Florida --are as quickly being destroyed. I strongly urge the PZAB and the City Commission to take stronger actions to protect this special community and those who have invested in living here because of these qualities. Miami's Zoning Code (Miami 21) is over 450 pages long, with PZA language that makes it too dense and complex for ordinary citizens to easily understand. But there is one B 6. provision they do understand, and that is Miami 21's stated goal of "preserving neighborhoods:' The 1900 8848 average person might or might not get the nuances of form -based calculations, building intensity or Nort density provisions or adopted land use principles. That is why you'll see residents get so Bays ng angry and frustrated when new developments that "don't fit at alr' are proposed or even start construction Andr Alth Text hore in their neighborhoods with little or no notice. The problem is a fundamental one. The code's intent is too es abe Driv - vague to serve as a guide for development and developers. What is a "Neighborhood"? It's not adequately Clari e defined in our code, and that needs to change. Thankfully, PZ.6 starts the process of doing that. We ficati apt. should strengthen the "Intent" section of Miami 21 to insure that the Zoning Director and staff know, from 2806 oof the very first time a project is proposed, that "preservation of neighborhoods" must be a high priority. This means that every exception, waiver, and deviation from the rules of succession must first answer the Inte question: "Does this proposal help preserve the neighborhood for existing residents, and if it does not, is nt there sufficient justification for allowing it to proceed?" I trust you will continue to do the right thing for our city and support this change, PZA Dear Planning, Zoning & Appeals Board Members, I support the resolution in item PZAB.6 which comes 3 B 6. before you at your meeting of April 21, 2021.
