WHEREAS, diaper need is a condition of not having a sufficient supply of clean diapers to keep babies and toddlers (collectively, "Babies") clean, dry, and healthy, which can adversely affect the health and well-being of Babies and their families; and WHEREAS, national surveys and research studies report that one in three (1 in 3) families struggle with diaper needs and forty-eight percent (48%) of families delay changing a diaper to extend the available supply; and WHEREAS, Babies go through six to twelve (6 to 12) diapers each day during the two to three (2 to 3) years they wear diapers; and WHEREAS, purchasing enough diapers to keep Babies clean, dry, and healthy can consume fourteen percent (14%) of a low -wage family's post -tax income, making it difficult to provide the necessary supply; and WHEREAS, during the Novel Coronavirus 2019 ("COVID-19") pandemic, diaper banks across the country saw enormous increases in demand for diapers and expanded their distribution of diapers by an average of eighty-six percent (86%); and WHEREAS, a daily or weekly supply of diapers is generally an eligibility requirement for Babies to participate in childcare programs and quality early -education programs that enable children to thrive and parents to work; and WHEREAS, the City of Miami ("City") recognizes that diaper need is a public health issue and addressing the issue will improve the health and economic opportunity of families and communities in the State of Florida ("State") by ensuring all families have access to sufficient diaper supplies required to thrive and reach their full potential; and WHEREAS, the City is proud to be home to trusted community -based organizations that recognize the importance of diapers in ensuring the health and economic stability of families and make it their mission to distribute diapers to families through various channels; and WHEREAS, these organizations serving as diaper banks, inclusive of their staff and volunteers, continue to serve in the front lines of the City's COVID-19 pandemic response helping families in our community weather the crisis; and WHEREAS, while experiencing double, triple, or greater increase in demand for diapers due to the COVID-19 pandemic and economic shutdown, these diaper banks continue to do everything in their ability to increase diaper distributions and support children and families in need of immediate assistance; and WHEREAS, now that the City and State are recovering from the COVID-19 pandemic, diaper banks are playing a critical role in supporting families and advancing our collective economic growth; and WHEREAS, the City Commission recognizes the week of September 27 to October 3, 2021 as National Diaper Need Awareness Week to thank the aforementioned diaper banks, their staff, volunteers, and donors for their courageous service during the COVID-19 pandemic and to encourage the residents of the City to support diaper banks, drives, and affiliated organizations that collect and distribute diapers to families struggling with diaper need; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The City Commission recognizes the week of September 27 to October 3, 2021 as Diaper Needs Awareness Week in the City. Section 3. The City Commission directs the City Clerk to transmit a copy of this Resolution to the Administrator of the Florida Department of Health in Miami Dade County, the Mayor of Miami Dade County, and the Miami Diaper Bank. Section 4. This Resolution shall become effective immediately upon its adoption.
