Subject: Approval - Grant Funds - City of Miami Advancing Cities Program
PURPOSE OF ITEM:
A resolution of the Miami City Commission, accepting and appropriating additional grant
funds in an amount of thirty seven thousand six hundred twenty-five dollars and forty
one cents ($37,625.41) from The Miami Foundation under the Advancing Cities
program for a new total amount of five hundred four thousand six hundred two dollars
and forty one cents ($504,602.41) for the recently established special revenue project
titled "Advancing Cities Grant Program" to support the city of Miami's efforts to increase
workforce placements, implement a data management system, provide support services
for program candidates, and assist small businesses with procurement activities; further
authorizing the city manager to execute a grant agreement, and any amendments,
modifications, and extensions thereto, all in a form acceptable to the city attorney, in
order to accept the grant and implement the program.
BACKGROUND INFORMATION:
Pursuant to Resolution No. R-19-0465 adopted November 21, 2019, the Miami
Foundation initially awarded the City a three (3) year grant in an amount not to exceed
$466,977.00 to hire one (1) full-time Workforce Navigator to work closely with the City's
Opportunity Center staff to generate sustainable job opportunities and one (1) part-time
Small Business Advocate to assist in the implementation of a data management system
and work closely with the City's small businesses to identify and obtain resources from
community providers; , the Miami Foundation has now awarded additional funds in an
amount of $37,645.41 for a new total not to exceed amount of $504,602.41 ("Grant
Funds") to further assist with this initiatives outlined above.

A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING AND
APPROPRIATING ADDITIONAL GRANT FUNDS IN AN AMOUNT OF THIRTY SEVEN
THOUSAND SIX HUNDRED TWENTY-FIVE DOLLARS AND FORTY-ONE CENTS
($37,625.41) FROM THE MIAMI FOUNDATION UNDER THE ADVANCING CITIES
PROGRAM FOR A NEW TOTAL AMOUNT NOT TO EXCEED FIVE HUNDRED FOUR
THOUSAND SIX HUNDRED TWO DOLLARS AND FORTY-ONE CENTS
($504,602.41) FOR THE RECENTLY ESTABLISHED SPECIAL REVENUE PROJECT
TITLED "ADVANCING CITIES GRANT PROGRAM" TO SUPPORT THE CITY OF
MIAMI'S EFFORTS TO INCREASE WORKFORCE PLACEMENTS, IMPLEMENT A
DATA MANAGEMENT SYSTEM, PROVIDE SUPPORT SERVICES FOR PROGRAM
CANDIDATES, AND ASSIST SMALL BUSINESSES WITH PROCUREMENT
ACTIVITIES; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE A GRANT AGREEMENT AND ANY AMENDMENTS, MODIFICATIONS,
AND EXTENSIONS THERETO, ALL IN FORMS ACCEPTABLE TO THE CITY
ATTORNEY, IN ORDER TO ACCEPT THE GRANT AND IMPLEMENT THE
PROGRAM.
WHEREAS, the City of Miami ("City") created the Department of Human Services
("Department") to improve residents' self-sufficiency and connections to various City services;
and
WHEREAS, the Department's objective is to provide support services to City residents
based on the principles outlined in the Quality of Life Strategy which focuses on improving
safety and sustainable opportunities in the City; and
WHEREAS, the Assets, Capital, Community, Education, Savings and Success Miami
("ACCESS Miami") Initiative unites City resources with similar resources available from public,
private, and non-profit organizations to offer tools and education that enables City residents and
small businesses to improve their quality of life; and
WHEREAS, the mission of the Miami Foundation under the Advancing Cities grant is to
fund projects focused on training residents and small businesses to be more resilient to chronic
financial stresses such as the lack of lucrative jobs, insufficient profits from local businesses,
and procurement opportunities; and
WHEREAS, pursuant to Resolution No. R-19-0465 adopted November 21, 2019, the
Miami Foundation initially awarded the City a three (3) year grant in an amount not to exceed
four hundred sixty-six thousand nine hundred seventy-seven dollars ($466,977.00) to hire one
(1) full-time Workforce Navigator to work closely with the City's Opportunity Center staff to
generate sustainable job opportunities and one (1) part-time Small Business Advocate to assist
in the implementation of a data management system and work closely with the City's small
businesses to identify and obtain resources from community providers; and
WHEREAS, Resolution No. R-19-0465 also established the Special Revenue Project
titled "Advancing Cities Grant Program"; and
WHEREAS, the Miami Foundation has now awarded additional funds in an amount of
thirty-seven thousand six hundred twenty-five dollars and forty-one cents ($37,645.41) for a new
total not to exceed five hundred four thousand six hundred two dollars and forty-one cents
($504,602.41) ("Grant Funds") to further assist with the initiatives outlined above; and
WHEREAS, the Grant Funds will also allow participants to receive support services such
as childcare subsidies, transportation passes, and On -The -Job training which are intended to
improve the likelihood of success in attaining new job opportunities;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to accept the additional funds in an amount
not to exceed thirty-seven thousand six hundred twenty-five dollars and forty-one cents
($37,625.41) for a total amount not to exceed five hundred four thousand six hundred two
dollars and forty-one cents ($504,602.41) from the Miami Foundation to supplement funds in the
the recently established special revenue program titled "Advancing Cities Grant Program."
Section 3. Resources are appropriated in the previously established Special Revenue
Fund as described below:
PROJECT TITLE: Advancing Cities Grant Program
RESOURCES: The Miami Foundation:
Initial Funding pursuant to R-19-0465 $466,977.00
Additional Funding $37,625.41
APPROPRIATIONS: Advancing Cities Grant Program $504,602.41
Section 4. The City Manager is further authorized' to negotiate and execute a grant
agreement and any amendments, modifications, and extensions thereto, all in forms acceptable
to the City Attorney, in order to accept Grant Funds and implement the Advancing Cities Grant
Program.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
' The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
Z If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
