Federal regulations governing CDBG and other HUD programs require that a participating jurisdiction provide citizens
with reasonable notice of and an opportunity to comment on any new allocation and/or amendment of HUD programs. In
addition, the public is advised of the new allocation(s)/ amendment(s) to the funding of the City program(s) as indicated

1. Discussion and proposed resolution authorizing the allocation of Program Year 2021-2022 Community
Development Block Grant ("CDBG") funds, in the amount of $3,098,006.65 in the Economic Development
category, to the agencies and/or departments as specified below, for economic development activities in the
Program Year 2021-2022

2. Discussion and proposed resolution authorizing the City Manager the allocation of Program Year 2021-2022
Community Development Block Grant ("CDBG") funds, in the amount of $853,386.15 and $29,410.72 from
previous year program income, for a total amount of $882,796.87 in the Public Service category, to the

("ERA2") funds in an amount of $22,779,317.10 from the United States Department of the Treasury (Moved

4. Discussion and proposed resolution authorizing the City Manager to transfer unexpended Housing
Opportunities for Person with Aids ("HOPWA-CV") funds for Fiscal Year 2019-2020, as specified below, to be
used for rental assistance, supportive services, and other eligible activities for low-income individuals and
families living with HIV/AIDS:

5. Discussion and proposed resolution approving the terms, conditions, and affordability requirements set forth in
the Housing and Commercial Loan Committee ("HCLC") memoranda, for the loan to 8th Street Properties, LLC,
a Florida Limited Liability Company to construct the affordable housing project to be located at 829 Southwest
8th Street, 845 Southwest 8th Street, and 847 Southwest 8th Street to be known as "Essence Miami"
("Project").
The adoption of an Ordinance or Resolution by the City Commission, related to the proposed funding recommendation(s)/
amendment(s), authorizes the City Manager to draft/amend the appropriate City of Miami Action Plan.
t t This item(s) will be available for public comment and review for a period of no less than 5 days. The review and comment period
begin, Friday, September 17, 2021, and ends Wednesday, September 22, 2021. The proposed funding recommendation(s)/
amendment(s) will be presented to City Commission for approval on Thusday, September23, 2021 (Virtual Public Hearing) as
authorized by HUD.
