IiRl 11 +*� Resolution: R-21-0337 File Number: 9550 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 9/13/2021 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A COOPERATIVE AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, BETWEEN THE CITY OF MIAMI ("CITY"), AND THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA FOR THE PURPOSE OF CONTINUING THE NATIONALLY ACCLAIMED PROJECT SEARCH PROGRAM AT THE CITY, WHICH PROVIDES MARKETABLE JOB TRAINING AND SOCIAL SKILLS FOR STUDENTS WITH DISABILITIES BETWEEN AGES EIGHTEEN (18) AND TWENTY-TWO (22) TO ACHIEVE THE GOAL OF SUSTAINABLE EMPLOYMENT; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ALL NECESSARY DOCUMENTS, AMENDMENTS, EXTENSIONS, RENEWALS, DELEGATIONS OF AUTHORITY, AND MODIFICATIONS TO THE AGREEMENT, ALL IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE, FOR THE PERIOD COMMENCING JULY 1, 2021 THROUGH JUNE 30, 2024, WITH THE OPTION TO RENEW FOR TWO (2) ADDITIONAL THREE (3) YEAR TERMS THEREAFTER WITHOUT THE NEED TO OBTAIN FURTHER CITY COMMISSION APPROVAL. WHEREAS, the City of Miami ("City"), through the Department of Parks and Recreation ("Parks"), will continue to implement the nationally acclaimed "Project SEARCH" program that teaches marketable job training and social skills for youth with disabilities between ages eighteen (18) and twenty-two (22) at several City worksite locations; and WHEREAS, Project SEARCH is a unique business -led transition program designed for students with disabilities pursuing a Special Diploma and is targeted for students who intend to seek employment upon graduation and who will benefit from career exploration; and WHEREAS, the cornerstone of the one (1) school year program is immersion into local government, via the City's Administration, where students learn employability and job skills, while participating in a variety of worksite rotations, which may lead to competitive employment for the students; and WHEREAS, individualized job development and placement occurs based on the students' experiences, strengths, and skills; and WHEREAS, pursuant to Section 18-112 of the Code of the City of Miami, Florida, as amended, "Notwithstanding all other provisions of this article, the city shall be exempt from all competitive bidding procedures when it enters into an agreement with other governmental agencies or state funded institutions for the purchase or acquisition of goods or services; provided, however, that in the purchase or acquisition of said goods or services in excess of City of Miami Page 1 of 2 File ID: 9550 (Revision:) Printed On: 912212021 File ID: 9550 Enactment Number: R-21-0337 $25,000.00, such agreement shall be approved by the city manager, and purchases of goods or services in excess of $50,000.00 shall be subject to approval by the city commission."; and WHEREAS, the City Manager and Parks are requesting authorization to negotiate and execute a Cooperative Agreement, in a form acceptable to the City Attorney, between the City and the School Board of Miami Dade County, Florida ("School Board") setting forth the in -kind contributions of each agency, for the successful implementation of Project SEARCH, for the period from July 1, 2021 to June 30, 2024, with the option to renew for two (2) additional three (3) year terms thereafter without the need to obtain further City Commission approval; and WHEREAS, the City Manager is further requesting authorization to negotiate and execute any and all necessary documents, amendments, extensions, renewals, delegations of authority, and modifications, all in a form acceptable to the City Attorney, for said purpose; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference incorporated as if fully set forth in this section. Section 2. The City Manager is authorized' to negotiate and execute a Cooperative Agreement, in a form acceptable to the City Attorney, between the City and the School Board for the purpose of continuing the nationally acclaimed Project SEARCH Program at the City for the period commencing July 1, 2021 through June 30, 2024, with the option to renew for two (2) additional three (3) year terms thereafter without the need to obtain further City Commission approval. Section 3. The City Manager is further authorized' to negotiate and execute the necessary documents, amendments, extensions, renewals, delegations of authority, and modifications, all in a form acceptable to the City Attorney, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption.
