A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING THE WATERFRONT MATERIALS INDEX AS A COMPLIMENTARY SET
OF STANDARDS TO "APPENDIX B: WATERFRONT WALKWAY DESIGN
GUIDELINES" TO GUIDE THE FUTURE DEVELOPMENT OF WATERFRONT
PROPERTIES.
WHEREAS, on October 22, 2009, the City Commission adopted Ordinance No. 13114
as the Zoning Ordinance of the City of Miami, Florida ("Miami 21 Code"); and
WHEREAS, pursuant to Resolution No. R-07-0290 adopted on May 24, 2007, the City
Commission approved the Miami Parks and Public Spaces Master Plan, which establishes
goals and objectives for waterfronts throughout the City of Miami ("City") to be part of a linear
park system network that links different parts of the City together; and
WHEREAS, pursuant to Resolution No. R-01-440 adopted on May 10, 2001, the City
Commission accepted the Miami River Greenway Action Plan as a planning tool for the future
development and preservation of the Miami River Greenway Study area; and
WHEREAS, pursuant to Ordinance No. 13804 adopted on January 24, 2019, the City
Commission amended Article 3, Section 3.11 of the Miami 21 Code, titled "Waterfront
Standards," to provide additional clarification to applicable boundaries and standards associated
with the term Waterfronts and identify location standards for Waterways and Waterbodies in the
City; and
WHEREAS, on October 7, 2019, the Miami River Commission adopted a unanimous
resolution supporting the draft "Miami Baywalk & Miami Riverwalk Unifying Design Elements &
Waterfront Design Guidelines" proposed by the Miami Downtown Development Authority
("DDA") which form the basis of the proposed Waterfront Materials Index changes herein; and
WHEREAS, it has been identified that amendments to the Waterfront Materials Index will
result in a clear cohesive vision for the design and construction of the City's Waterfront
Walkway; and
WHEREAS, enhancements to the City's Waterfront Walkway will provide
interconnectedness and mobility opportunities from surrounding recreational spaces and
provide residents and visitors with additional and enhanced access to waterfronts; and
WHEREAS, upon adoption of this Resolution, the Planning Department will continue to
guide enhancements to Waterfront Design Standards to be applied to properties along all
waterfronts; and
WHEREAS, the Planning, Zoning and Appeals Board ("PZAB"), on May 19, 2021,
considered the Waterfront Materials Index as part of its unanimous recommendation for
approval of PZAB-R-21-027, the modifications the guidelines to "Appendix B: Waterfront
Walkway Design Guidelines";
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA, AS FOLLOWS:
Section 1. The recitals and finding contained in the Preamble to this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The Waterfront Materials Index as originally prepared by Savino Miller Design
Studio and modified by the DDA, attached and incorporated as Exhibit "A", is hereby approved
as an aspirational guiding tool for the future development of waterfront walkways and waterfront
access points, creating a cohesive experience for users of the walkways.
Section 3. This Resolution shall become effective immediately upon its adoption.
