MANAGER TO TAKE ANY AND ALL NECESSARY STEPS TO CREATE A
DEDICATED ROWING LANE AND MOTORIZED VESSEL EXCLUSION ZONE,
FINALIZE THE CREATION AND MAINTENANCE OF A NO -WAKE ZONE, AND
ESTABLISH A MOORING FIELD OF NO MORE THAN SEVENTY-FIVE (75) VESSELS
WITHIN THE MARINE STADIUM BASIN; FURTHER DIRECTING THE CITY
MANAGER TO PRESENT THE FINALIZED PLAN TO THE CITY COMMISSION FOR

A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO TAKE ANY AND ALL NECESSARY STEPS TO CREATE A
DEDICATED ROWING LANE AND MOTORIZED VESSEL EXCLUSION ZONE,
FINALIZE THE CREATION AND MAINTENANCE OF A NO -WAKE ZONE, AND
ESTABLISH A MOORING FIELD OF NO MORE THAN SEVENTY-FIVE (75) VESSELS
WITHIN THE MARINE STADIUM BASIN; FURTHER DIRECTING THE CITY
MANAGER TO PRESENT THE FINALIZED PLAN TO THE CITY COMMISSION FOR
CONSIDERATION AND FURTHER ACTION.
WHEREAS, the Marine Stadium Basin ("Basin") at Virginia Key is comprised of public
waters that are open to the use of the general public; and
WHEREAS, the Basin is frequented by non -powered vessels such as dragon boats,
kayaks, and canoes; and
WHEREAS, the Basin is also frequented by motorboats, jet skis, and other motorized
vessels; and
WHEREAS, motorized vessels pose a threat to non -powered vessels in the Basin; and
WHEREAS, multiple deaths have occurred in the last year within the Basin; and
WHEREAS, the safety of the public is the main priority of the City of Miami ("City"); and
WHEREAS, within the last year, use of the Basin by motorized vessels has increased
significantly; and
WHEREAS, the number of anchored vessels within the Basin has increased within the
last year; and
WHEREAS, a safe, secure, and organized basin is desired in the form of a mooring field
with no more than seventy-five (75) vessels, a basin -wide no -wake zone, and a dedicated
rowing lane for all non -motorized vessels within the Basin;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission directs the City Manager to take any all necessary
steps to plan and develop implementation tools, policies, and regulations, with the assistance of
appropriate City staff, to create a dedicated rowing lane and boating -restricted area/motorized
vessel exclusion zone, to finalize plans for the creation and maintenance of a boating -restricted
area/no-wake zone, and for the establishment of a mooring field of no more than seventy-five
(75) vessels within the Basin.
Section 3. The City Manager is directed to present the finalized plan to the City
Commission for consideration and further action.
Section 4. This Resolution shall become effective immediately upon its adoption.
