IiRl 11 +*� Resolution: R-21-0273 File Number: 9295 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 6/24/2021 A RESOLUTION OF THE MIAMI CITY COMMISSION SUPPORTING THE "RENACER ACT" WHICH PROPOSES NEW INITIATIVES TO MONITOR, REPORT ON, AND ADDRESS CORRUPTION AND HUMAN RIGHTS ABUSES BY NICARAGUAN PRESIDENT DANIEL ORTEGA AND HIS FAMILY (COLLECTIVELY "ORTEGA REGIME") AND THE NICARAGUAN SECURITY FORCES, HOLDS THE ORTEGA REGIME ACCOUNTABLE FOR SUBVERTING DEMOCRACY IN NICARAGUA, REQUIRES THE UNITED STATES OF AMERICA TO INCREASE SANCTIONS ON KEY ACTORS IN THE ORTEGA REGIME, EXPANDS COORDINATION WITH CANADA AND THE EUROPEAN UNION, CALLS FOR EXECUTIVE BRANCH REVIEW OF NICARAGUA'S PARTICIPATION IN THE CENTRAL AMERICAN FREE TRADE AGREEMENT, INCREASES INTELLIGENCE REPORTING OF RUSSIAN ACTIVITIES IN NICARAGUA, AND REQUIRES A REVIEW OF RUSSIAN ARMS SALES TO NICARAGUA FOR POTENTIAL SANCTIONS UNDER THE COUNTERING AMERICA'S ADVERSARIES THROUGH SANCTIONS ACT. SPONSOR(S): Commissioner Alex Diaz de la Portilla, Commissioner Ken Russell, Commissioner Joe Carollo, Commissioner Manolo Reyes, Commissioner Jeffrey Watson WHEREAS, the City Commission wishes to support the Federal Bill known as the "Renacer Act" which was presented by Congresswomen Maria Elvira Salazar ("Act"); and WHEREAS, the Act proposes new initiatives to monitor, report on, and address corruption and human rights abuses in the government and the family of Nicaraguan President Daniel Ortega and Nicaraguan security forces (collectively, "Ortega Regime"); and WHEREAS, the Act further seeks to end the corruption of the Ortega Regime and guarantee the rule of law for the Nicaraguan people; and WHEREAS, the Act requires the United States government to increase sanctions on key actors in the Ortega Regime and expand coordination with Canada and the European Union; and WHERAS, the Act further requires the Executive Branch to review Nicaragua's participation in the Central American Free Trade Agreement ("CAFTA") and requires more intelligence reporting on Russian activities in Nicaragua along with a review of Russian arms sales to Nicaragua for possible sanctions under the Countering America's Adversaries Through Sanctions Act ("CAATSA"); and WHEREAS, in accordance with Section 2-33(f) of the Code of the City of Miami, Florida, as amended, the City Commission, by a majority vote, hereby deems this Resolution to be of an emergency nature; City of Miami Page 1 of 2 File ID: 9295 (Revision:) Printed On: 712912021 File ID: 9295 Enactment Number: R-21-0273 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The City supports the Act presented by Congresswomen Maria Elvira Salazar, which proposes new initiatives to monitor, report on, and address corruption and human rights abuses by the Ortega Regime and hold the Ortega Regime accountable for subverting democracy in Nicaragua. Section 3. This Resolution shall become effective immediately upon its adoption.
