Alban Assistant City Attorney City of Miami Office of the City Attorney 444 SW end Avenue Miami, FL 33130 Dear Mr. Alban, I am writing to confirm that the National Trust for Historic Preservation would like to reappoint Lynn B. Lewis to fill our seat on the Virginia Key Advisory Board. The National Trust's primary interest in serving on this advisory board is Miami Marine Stadium and its ongoing restoration. In 2012, we designated the stadium to our flagship program called National Treasures. This is an evolving portfolio of iconic landmarks, landscapes, and communities that we deem exceptionally significant to the story of America, and that we are committed to finding long- term preservation solutions for. After years of advocacy and awareness building on behalf of the stadium, we remain dedicated to this important work and have every confidence in Mrs. Lewis to continue to represent us on the Virginia Key Advisory Board. Additional practice focus on achieving historic designation, advocacy for protection of historic sites and Landmarks, and creation of historic preservation legislation. Professional concentration in representing both international and purely domestic banks in starting and growing their businesses in Miami. Lewis, P.A., Attorney at Law (Partner, Shareholder) 1988 to Present sa. = sT'1 ACTIVITIES r" Cn National Trust for Historic Preservation National Advisor, 2016 to Present Proiects Related to Historic Preservation The City of Miami is home to 2 National Historic Landmarks. National Historic Landmark status is the highest designation, awarded on a national level by the US Park Service, to sites which are important to the history of this country. Vizcaya Museum and Gardens is one of these National Historic Landmarks. My involvement as a lawyer in defeating proposed development which threatened the Vizcaya National Historic Landmark, caused me to consider whether there could be a proactive protection given to National Historic Landmarks in Miami's Zoning Code. Such protection should not adversely affect private property rights of the Landmark's neighbors and should also put proposed developers on notice, before they incurred expenses in planning their project, of the special considerations required when developing near a National Historic Landmark. This evaluation led me to propose View Corridor protection for National Historic Landmarks, which came to be codified as part of the City of Miami Zoning Code. Miami's View Corridor legislation protecting the National Historic Landmarks is unique to Miami. There is nothing comparable in Florida. This View Corridor Protection legislation puts Miami on par with other cities which protect their heritage sites and National Historic Landmarks. Having protected the View Corridors of and from its National Historic Landmarks makes Miami a leader in developing creative solutions for Historic Preservation within the City. From 2009 through 2016, I served as pro bono counsel to, and worked with, a group of citizens who have volunteered time and resources to restore the Miami Marine Stadium, a City of Miami property which has received local historic designation and is on the National Register of Historic Places. This work led to my designation by the National Trust for Historic Preservation as its representative on the Virginia Key Advisory Board to the Miami City Commission in 2016. I have served on the City of Miami HEP Board since 2010 and as its vice chair since 2014. I see the role of the HEP as retaining Miami's historic spaces and enabling those neighborhoods and sites to be economic engines for the City and to enhance the fabric of life in the modern city that is Miami. Part of my role is to balance private property rights with the Miami community-at-large's rights to live in a vibrant and culturally rich international city. The role often is also to attempt to mediate among neighbors and interests that might appear to be competing, and also to offer in-depth analyses and expertise to the City Commission on matters of historic preservation. In 2016, I became a "National Advisor" to the National Trust for Historic Preservation. National advisors are preservationists based across the country who advise the NTHP on local issues, trends and best practices affecting historic preservation in the advisors' respective areas. From 2016 through 2019, I was appointed to the Board of Trustees of the Florida Trust for Historic Preservation, a state-wide preservation advocacy group.
