The installation consists of six oversized sculptures made of recycled materials to be placed at Mary Brickell Park and at various public locations throughout Brickell. "Doggy Bags," was previously the latest temporary public art installation on Broadway in the Garment District. The works by New York -based artist Will Kurtz entitled "Doggy Bags" are all made of recycled materials. The art works are inspired by dog breeds such as an English bulldog named Harriet, chihuahua called Spicy, a pug named Maisy, a Bassett hound called Stanley, and a bull mastiff known as Daphne. The works were part of a year-round public art program from the Garment District Alliance as an impetus: to welcome New Yorkers back to Midtown Manhattan amidst the ongoing city reopening. "Doggy Bags" was part of the Garment District Art on the Plazas installations, supported through Arterventions, a program within the New York City Department of Transportation's (DOT) Art Program and the Garment District Alliance. The Garment District Alliance and DOT work closely to coordinate and install year-round public art exhibits and individual pieces, to enhance the public realm to make said spaces welcoming to New Yorkers and visitors." Staff has reviewed the proposal and finds that it complies with all applicable criteria as per Article 11 of the Miami 21 Code and Article XVI of Chapter 62 of the City Code titled "Art in Public Places" as such staff recommends approval with conditions of the temporary public art installation by artist Will Kurtz. BIOGRAPHY Will Kurtz was born in Flint, Michigan and received his Bachelor of Landscape Architecture from Michigan State University in 1981. He practiced as a landscape WILL KU RTZ architect throughout the United States and Canada for 25 years. It was not until he B. 1957 Flint Michigan reached his mid -thirties that he began creating work as a self-taught artist. Eventually, his passion for art superseded landscape architecture, and he moved to New York at the age of 50 to attend graduate school at the New York Academy of Art. After graduation with an MFA, he decided to remain in New York and complete a one-year fellowship. The artist has explained that "Newspaper is [his] medium of choice because it gives a raw, imperfect, ephemeral quality that reminds us that we are only here on this Earth for a short while." Kurtz's striking sculptural works transform the well-known materials from which they are made. No stranger to experimenting with size, many of Kurtz's works capture a single moment on a larger -than -life scale. Kurtz has had several solo and group shows and is currently represented by Avant Gallery as well as Kim Foster Gallery, New York, Galerie Sebastien Adrien in Paris, and Galerie Van Campen & Rochtus, Antwerp, Belgium. His work is featured in many prominent collections around the world. The artists currently work's and resides in New York. LOCATION SITE ANALYSIS BRICKELL COMMONS MIAMI PUBLIC URBAN SQUARE Brickell is a neighborhood located within the City of Miami just south of downtown central business district and the Miami River. Brickell was settled in the mid-19th century by early pioneers, growing to become Miami's "Millionaire's Row" in the early 20th century with the construction of lavish mansions along Brickell Avenue. By the 1970s, office towers, hotels and apartments began replacing the historic mansions. Brickell overtook the city's historic central business district to the north, as one of the largest financial districts in the United States. With a fast- growing residential population, Brickell became Miami's most dense neighborhood. In 2010 Brickell's population was approximately 31,000, by 2020 it saw an increase of over 34% to 42,771 residents. These population figures do not take into account people whom commute into the financial district for work or for entertainment. From a Centerless City to the Heart of the Community. Across many cultures, squares have served as the civic soul of entire neighborhoods, towns, and cities. A movement is now afoot to re-establish these time- honored places as major destinations that are designed, managed, and programmed with public life in mind. As such staff is proposing to activate the public realm with a temporary public art installation entitled "Doggy Bags" by artist Will Kurtz in the heart of Brickell. Public Art staff will coordinate with relevant public departments, agencies and commission district representative upon the Art in Public Places Board Approval. AREAS OF OPPORTUNITY FOR PUBLIC ART INTERVENTION GOALS AND OBJECTIVES Implement design guidelines and programming for the acquisition and temporary display of public art for the Brickell "long term". • Coordinate with Parks and Public Works to create a temporary dog run in the public realm in front of the Flatiron Building, similar to that in NYC as part of the exhibit. Activate the public realm, bring awareness to the city's public art program. Coordinate with communications to promote the temporary exhibit. #MiamiPublicArt. Organize an unveiling with elected officials. • Identify funding opportunities for year-round temporary public art installations. Partner with art institutions, galleries, public and private. • Make art accessible to all regardless of social economic status. Site Analysis as prepared by Gomez Vazquez International Architecture and Urban Planning SITE SELECTION Planning staff consulted with city departments and applicable public entities to identify appropriate locations in the public realm for the placement of the temporary public art installation titled "Doggy Bags" in accordance with Article 11 of the Miami 21 Code and Article XVI of the City Code titled "Art in Public Places". LAND USE Final selection of sites took into account the preliminary Site Analysis conducted by Gomez Vazquez International as part of the Public Art Master Plan for the placement of Public Art (temporary or permanent) CREATIVE ECONOMY Temporary Public Art Installation — Doggy Bags by Artist Will Kurtz Page 17 of 19 GREEN COORIDORS PUBLIC REALM rw LA FINAL SITE SELECTION • Mary Brickell Park (Location: Public right-of-way (at SW 15TH Road between South Miami Avenue & SW 1 Avenue) • Public right-of-way (Junction of SE 1 Avenue and South Miami Avenue) Should any of the above locations be deemed unsuitable for the temporary placement of the Art as identified above. Staff in partnership with the Applicant may identify an alternate location in close proximity to the original site identify. Staff shall work with the appropriate relevant departments and agencies to ensure that the alternate location is suitable.
