PUBLIC HEARING
Thursday, JULY 8, 2021 at 9:00 A.M.
Federal regulations governing CDBG and other HUD programs require that a participating jurisdiction provide citizens
with reasonable notice of and an opportunity to comment on any new allocation and/or amendment of HUD programs. In
addition, the public is advised of the new allocation(s)/ amendment(s) to the funding of the City program(s) as indicated
below: *t
1. Discussion and proposed resolution authorizing the City Manager to negotiate and execute agreements, between
the City of Miami ("City") and RJ Spencer Construction, LLC, a Florida Limited Liability Company, and RF
Construction Group, Inc., a Florida Profit Corporation (collectively, "Developers"), for the construction of Single
Family and/or Twin Homes on certain City -owned parcels of land, as a result of the Developers's responsive and
responsible bids in responding to a Request for Proposal ("RFP") issued April 1, 2021, by the City's Department
of Housing and Community Development, for the development of Single Family Homes and/or Twin Homes,
allocating funds from Program Income derived from Neighborhood Stabilization program 2 ("NSP-2") and Home
Investment Partnerships program ("HOME") (collectivelly, "Funds") for said pupose, authorizing ten percent (10%)
to be used for the contingencies; as described in the table below:

amendment(s), authorizes the City Manager to draft/amend the appropriate City of Miami Action Plan.
t t This item(s) will be available for public comment and review for a period of no less than 5 days. The review and comment period
begin, Friday, July 2, 2021 and ends Wednesday, July 7, 2021. The proposed funding recommendation(s)/ amendment(s) will be
presented to City Commission for approval on Thursday, July 8, 2021 (Virtual Public Hearing) as authorized by HUD.
All VPHs will be held on an ADA compliant web -based platform. Comments may be submitted at the day of the VPH or in writing via
