B-173665 ("AUBURNDALE PROJECT"), TO INSTALL A RAISED INTERSECTION INSTEAD OF A TRAFFIC CIRCLE; FURTHER AUTHORIZING AND DIRECTING THE CITY MANAGER TO TAKE ANY AND ALL ACTION(S) NECESSARY TO EXPEDITIOUSLY DESIGN AND CONSTRUCT THE AUBURNDALE PROJECT AND THE "TRAFFIC CALMING DEVICE AT INTERSECTION OF SOUTHWEST 32 AVENUE AND SOUTHWEST 5 STREET PROJECT," OCI PROJECT NO. B-50505 WITH THE GOAL OF COMPLETING CONSTRUCTION FOR SAID PROJECTS IN MAY 2020. WHEREAS, the intersections of Southwest 32nd Avenue and Southwest 2nd Street and Southwest 32nd Avenue and Southwest 5th Street (collectively, "Southwest 32nd Avenue Intersections") are in City of Miami ("City") residential neighborhoods that experience significant cut -through traffic and speeding during rush hour periods; and WHEREAS, such cut -through traffic and speeding on local residential streets, not designed for such volume, diminishes residents' quality of life; and WHEREAS, in addition to quality of life problems such as noise and general congestion, such cut -through traffic and speeding creates significant life -safety risks as those residential streets are narrower than nearby arterial roadways, increasing the risk of vehicular accidents, including those involving pedestrians; and WHEREAS, rush hour cut -through traffic tends to disobey posted speed limits and signage in order to gain an advantage over using arterial roadways meant for such traffic; and WHEREAS, in order to address these quality of life issues, the City took all necessary and required actions to approve the "Auburndale Traffic Circle at Southwest 32 Avenue and 2 Street Project," Office of Capital Improvements ("OCI") Project No. B-173665 ("Auburndale Project"), the scope of which consists of installing a traffic circle with minor drainage and landscape at the Southwest 32nd Avenue Intersections; and WHEREAS, the City's Department of Fire -Rescue ("Fire -Rescue") has advised that it does not approve the proposed traffic circle at the Southwest 32nd Avenue Intersections because it does not meet the turning radius requirements of emergency vehicles and would have an adverse impact on emergency response times; and WHEREAS, the City Commission wishes to resolve the quality of life issues raised by residents while also addressing the concerns of Fire -Rescue by installing a raised intersection instead of a traffic circle at the Southwest 32nd Avenue Intersections; and WHEREAS, in order to further address these quality of life issues, the City took all necessary and required actions to approve the "Traffic Calming Device at Intersection of Southwest 32 Avenue and Southwest 5 Street Project," OCI Project No. B-50505 ("5th Street Project"), the scope of which consists of installing a raised intersection along with milling and resurfacing, miscellaneous drainage, replacement of damaged sidewalks, replacement of damaged curbs and gutters, ADA ramps, landscaping, and pavement marking and signage; and WHEREAS, the City Commission believes it is in the best interests of the residents to install raised intersections at the Southwest 32nd Avenue Intersections as expeditiously as possible; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Commission directs the City Manager to amend the Auburndale Project to address the concerns of the residents and Fire -Rescue by installing a raised intersection instead of a traffic circle. Section 3. The City Commission authorizes' and directs the City Manager to take any and all action(s) necessary to expeditiously design and construct the raised intersections at the Auburndale Project and the 5th Street Project with the goal of completing construction for said projects in May 2020. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: J Uiadez,ity ttor ey 9/17/2019 ' The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
