competitive sealed
bidding procedures for
an improvements and
maintenance project at
Moore Park
The Department of Procurement ("Procurement"), on behalf of the City of Miami ("City"), respectfully
requests your approval and action of the Miami City Commission by a 4/5ths affirmative vote, after an
advertised public hearing ratifying, approving, and confirming the Chief Procurement Officer's
recommendation, and finding that competitive sealed bidding methods are not practicable or
advantageous to the City of Miami ("City"), pursuant to Section 18-85(a) of the Code of the City of
Miami; waiving the requirements for said procedures; to allow the Orange Bowl Committee, Inc. ("OBC")
to undertake an improvements and maintenance project at the City's Moore Park located at 765
northwest 36th Street, Miami, Florida ("Moore Park") at the football field and athletic track; whereby (a)
OBC will grant up to five hundred thousand dollars ($500,000.00), (b) the City will provide a
reimbursement match of not to exceed five hundred thousand dollars ($500,000.00) ), and (c) the City
will provide a reimbursement grant of not to exceed two hundred fifty thousand dollars ($250,000.00) to
the 2021 College Football Program National Championship through its recipient South Florida CFPNCG
Host Committee, LLC (a sole member limited liability company with the only member being the OBC)
(collectively, "South Florida CFPNCG Host Committee"), all in connection with a 2021 Legacy Project
at Moore Park (collectively, "2021 Legacy Project").
It is in the City's best interest for OBC to refurbish the "Orange Bowl Field at Moore Park" as a
continuation of the original Legacy Project. On October 23, 2008, the City Commission via Resolution
R-08-0611 accepted the contribution of OBC Moore Park, LLC for the construction of a football stadium
at Moore Park. On November 13, 2008, the City Commission via Resolution R-08-0646 approved by a
4/5th affirmative vote after an advertised public hearing, the City Manager's declaration of an emergency
to waive competitive bidding for design and construction of the Orange Bowl Field at Moore Park, and
for OBC to select, direct, supervise and manage the Legacy Project.
In light of the above mentioned, and pursuant to section 18-85, as amended, it is respectfully
recommended that you, as the City Manager, waive competitive sealed bidding methods, via the written
findings and reasons stated herein for the 2021 Legacy Project. Said waiver shall need to be ratified,
confirmed, and approved by the City Commission, by a four -fifths (4/5ths) affirmative vote, during an
advertised public hearing.

Bowl Committee, Inc.

In connection with a public hearing item set for consideration by the Commission during its
meeting on May 13, 2021, which item waives competitive sealed bidding procedures for
improvements and a maintenance project at Moore Park, please note that I currently serve as a
member of the Orange Bowl Committee, Inc. ("OBC"). The item allows the OBC to receive a
matching grant from the City to undertake improvements at Moore Park as part of a continuation
of the "Orange Bowl Field at Moore Park' Legacy Project, approved by the City Commission in
2008. Given my service on the OBC, I recuse myself from any and all involvement, decision -
making, and/or approvals related to this item. I designate Natasha Colebrook -Williams, Assistant
City Manager/Chief of Operations, to execute any and all documents necessary to present this
item to the City Commission, including, but not limited to, any bid waiver memorandum. I further
designate Fernando Casamayor, Assistant City Manager/Chief Financial Officer, to negotiate the
Cooperative Project Grant Agreement and all necessary documents related thereto.
