ACCEPTING UNITED STATES DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT ("HUD") ENTITLEMENT GRANT FUNDS, IN THE TOTAL AMOUNT
OF $21,599,644.00 FOR THE FOLLOWING PROGRAMS IN THE FOLLOWING
AMOUNTS: (1) $5,689,241.00 FOR THE COMMUNITY DEVELOPMENT BLOCK
GRANT ("CDBG") PROGRAM, (2) $3,509,757.00 FOR THE HOME INVESTMENT
PARTNERSHIPS ("HOME") PROGRAM, (3) $11,924,914.00 FOR THE HOUSING
OPPORTUNITIES FOR PERSONS WITH AIDS ("HOPWA") PROGRAM, AND (4)
$475,732.00 FOR THE EMERGENCY SOLUTIONS GRANTS ("ESG") PROGRAM
FOR FISCAL YEAR 2021-2022; FURTHER AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE ANY AND ALL DOCUMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
Background of Item:
The United States Department of Housing and Urban Development ("HUD") provides to
the City of Miami ("City") entitlement grants annually for Community Development Block
Grant ("CDBG") program, Home Investment Partnerships ("HOME") program, Housing
Opportunities for Persons with AIDS ("HOPWA") program, and Emergency Solutions
Grants ("ESG") program.
On April 6, and on April 13, 2021, HUD announced it will grant funds to the City for
Fiscal Year 2021-2022 in the following amounts for the following programs: (1)
$5,689,241.00 for the CDBG program, (2) $3,509,757.00 for the HOME program, (3)
$11,924,914.00 for the HOPWA program, and (4) $475,732.00 for the ESG program.
The City's Administration recommends accepting HUD entitlement grant funds in the
total amount of $21,599,644.00 for the stated programs for Fiscal Year 2021-2022.

A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING UNITED STATES
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT ENTITLEMENT GRANT
FUNDS IN THE TOTAL AMOUNT OF $21,599,644.00 FOR THE FOLLOWING
PROGRAMS AND IN THE FOLLOWING AMOUNTS: (1) $5,689,241.00 FOR THE
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM, (2) $3,509,757.00 FOR
THE HOME INVESTMENT PARTNERSHIPS PROGRAM, (3) $11,924,914.00 FOR
THE HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS PROGRAM, AND (4)
$475,732.00 FOR THE EMERGENCY SOLUTIONS GRANTS PROGRAM FOR
FISCAL YEAR 2021-2022; AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL IN FORMS
ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, the United States Department of Housing and Urban Development ("HUD")

Housing Opportunities for Persons with AIDS ("HOPWA") Program, and the Emergency

WHEREAS, on April 6, 2021 and on April 13, 2021, HUD announced that it will grant
funds to the City for Fiscal Year 2021-2022 in the following amounts for the following programs:
(1) $5,689,241.00 for the CDBG Program, (2) $3,509,757.00 for the HOME Program, (3)
$11,924,914.00 for the HOPWA Program, and (4) $475,732.00 for the ESG Program
(collectively, "Grant Funds"); and
WHEREAS, the City's Administration recommends accepting HUD entitlement Grant
Funds in the total amount of $21,599,644.00 for the stated programs for Fiscal Year 2021-2022;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. Grant Funds from HUD in the total amount of $21,599,644.00 for the
following programs and in the following amounts are accepted for Fiscal Year 2021-2022: (1)
$5,689,241.00 for the CDBG Program, (2) $3,509,757.00 for the HOME Program, (3)
$11,924,914.00 for the HOPWA Program, and (4) $475,732.00 for the ESG Program.
Section 3. The City Manager is authorized' to negotiate and execute any and all
necessary documents, all in forms acceptable to the City Attorney, for said purpose.
The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code provisions.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

Z If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
