HomeMy WebLinkAboutExhibit CCity of Miami City Hall 3500 Pan American Drive AIPP Resolution Miami, FL33133 www.miamigov.com Enactment Number: AIPP-R-20-014 File Number: 7869 Final Action Date:912112020 A RESOLUTION OF THE ART IN PUBLIC PLACES BOARD APPROVING THE APPLICANT SAYA WOODFALK'S REQUEST FOR A PUBLIC ART INSTALLATION AND ACQUISITION BY DONATION OF THE ART ENTITLED "CHAPEL FOR A RIVER OF GRASS" BY ARTIST SAYA WOOLFALK AND COMMISSIONED BY HULU, LLC, A DELAWARE LIMITED LIABILITY COMPANY IN ACCORDANCE WITH SECTION 62-658 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE") AS AN ACQUISITION OF ART BY THE CITY OF MIAMI ON A PARCEL ZONED AS "CS", CIVIC SPACE TRANSECT ZONE, LOCATED AT APPROXIMATELY 2820 MCFARLANE ROAD, MIAMI, FLORIDA, ALSO KNOWN AS PEACOCK PARK; MAKING FINDINGS; CONTAINING A SEVERABILITY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Hulu, LLC, a Delaware limited liability company ("Hulu") has commissioned artist Saya Woolfalk ("Applicant") in honor of Women's Equality day to create and donate a site -specific, engaging public art monument in honor of Marjory Stoneman Douglas, to be located at approximately 2820 McFarlane Road, Miami, Florida, also known as Peacock Park ("Property"); and WHEREAS, the Property is owned by the City of Miami and is currently zoned as Civic Space Transect Zone ("CS"); and WHEREAS, in honor of Women's Equality Day and as part of Hulu's "Women's Equality Movement Project", the City of Miami ("City") through its Public Art Program was one (1) of three (3) cities (Atlanta, Los Angeles, and Miami) across the country selected as a recipient of a site specific public art monument, design to commemorate the untold stories of women who help build these cities, and WHEREAS, in the United States there are approximately 394 monuments of women and 4,799 monuments of men; and WHEREAS, in an effort, to address the disparity of equal representation of women in the public realm, Hulu, through its Women's Equality Movement Project has partnered with the Applicant to create an engaging public art monument to one of Miami's pioneering woman; and WHEREAS, the only major American city that was founded by a woman, Miami has always been known for its innovation against a backdrop of lush tropical landscape. However, Miami is particularly vulnerable to the environmental issues, and residents of the Magic City are keenly aware of the necessity of protecting the delicate ecosystem; and WHEREAS, the Applicant intends to create a monument to one of Miami's earliest and most vocal protectors; the incomparable conservationist, Marjory Stoneman Douglas. A journalist, author, women's suffrage advocate, and conservationist who lived in Coconut Grove; and WHEREAS, Marjory was a lifelong advocate for the protection and conservation of South Florida's unique ecosystems; and WHEREAS, Douglas' most influential book, The Everglades: River of Grass (1947), redefined the popular conception of the Everglades as a treasured river instead of a worthless swamp; and WHEREAS, there is no doubt that Douglas' commitment to defend the Everglades has impacted the ongoing restoration efforts to remedy damage inflicted on South Florida's environment during the 20th century and her dedication and advocacy continues to inspire; and WHEREAS, the Applicant seeks to create an engaging monument, that recognizes Marjory Stoneman Douglas' accomplishments; and WHEREAS, on August 26, 2020 a pre -application meeting with Planning Department staff was held to review the Applicant's request for a public art installation and acquisition by the City as a donation pursuant to Chapter 62, Article XVI entitled "Art in Public Places" Section 62-658 of the Code of the City of Miami, Florida, as amended ("City Code"); and WHEREAS, pursuant to the City Code, the Applicant is requesting to install a three dimensional interactive public art monument at the Property; and WHEREAS, the Planning Department's Public Art Division reviewed the Applicants request pursuant to the Selection of works of art criteria at Article XVI, Section 62-658(2) and Miami 21 and finds that it meets the selection criteria therein, including that the location is in the preferred "... areas used by tourists, including the waterfront, parks, thoroughfares, and at public or governmental facilities ... "; and WHEREAS, the Planning Department Public Art Division recommends approval with conditions of the Applicant's request to install a public art installation by artist Saya Woolfalk. The public art installation proposed will enhance the eastern portion of Peacock Park; and WHEREAS, the Planning Department's Public Art Division finds the request to install a public art installation at the Property; to be consistent with the goals and intent City of Miami Page 2 of 4 File ID; 7869 (Revision:) Printed On: 1012112020 of Chapter 62 and the Miami 21 Code and further finds the public art monument to be non -intrusive in nature and compatible with its environmental surroundings; and WHEREAS, the Art in Public Places Board has considered Chapter 62, Article XVI, Miami 21, and all other regulations of the City of Miami ("City") as it pertains to Public Art installations; and NOW, THEREFORE, BE IT RESOLVED BY THE ART IN PUBLIC PLACES BOARD OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The Art in Public Places Board ("AIPPB") approves the acquisition by donation and installation of public art at the Property by the Applicant, Saya Woolfalk, in the proposal entitled "Chapel for a River of Grass" subject to the conditions below: 1. The Applicant shall comply with all applicable requirements as part of the building permitting process for the installation of the artwork. 2. The artwork shall be installed substantially in accordance with the conceptual plans entitled "Chapel for a River of Grass" as prepared by Saya Woolfalk consisting of thirteen (13) pages attached hereto as Exhibit «A„ 3. The Applicant shall work with the City of Miami's Public Art Division to install a plaque which shall include at a minimum the name of the artist, title of the work and AIPPB resolution number. 4. The Applicant shall work with the City of Miami's Public Art Division to install a temporary display within the community room at Peacock Park, said display should tell the story of the artwork entitled "Chapel for a River of Grass". 3. This Resolution shall become effective upon adoption by the AIPPB.
