Background of Item: The State of Florida, Division of Emergency Management (FDEM) provided a grant award in the amount of $643,500.00 to Miami -Dade County, by and through the Miami - Dade Police Department, to fund the Operation Stonegarden Program. The City of Miami will receive a subaward amount of $54,137.63 for participating in the program as a joint effort in securing the borders of international water. The Marine Patrol Detail ("Detail") of the Miami Police Department will utilize the funding for the purchase and installation of equipment necessary to outfit one of the Detail's vessels, to make it fully operable for the joint venture and safety of officers. The Subaward Agreement will continue through August 31, 2021. City of Miami ` City Hall *' IIS I1,1P iI ITII �. � ,I Legislation g 3500 Pan American Drive _ r g Miami, FL 33133 R _- Resolution www.miamigov.com Enactment Number: R-21-0214 File Number: 8959 Final Action Date:6/10/2021 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ACCEPTING A SUBAWARD GRANT FROM MIAMI-DADE COUNTY ("COUNTY") TO FUND OPERATION STONEGARDEN IN THE AMOUNT OF $54,137.63 WITH NO MATCHING FUNDS REQUIRED FROM THE CITY OF MIAMI; ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "OPERATION STONEGARDEN PROJECT" FOR SAID PURPOSE; FURTHER AUTHORIZING THE CITY MANAGER TO ENTER INTO AN SUBAWARD AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH THE COUNTY AND TO NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION OF SAID FUNDS IN COMPLIANCE WITH THE REQUIREMENTS OF THE SUBAWARD AGREEMENT. WHEREAS, the State of Florida's Division of Emergency Management provided a grant award in the amount of $643,500.00 to Miami -Dade County ("County"), by and through the Miami -Dade Police Department, to fund the "Operation Stonegarden Program" ("Program"); and WHEREAS, the City of Miami ("City") is eligible to receive a subaward amount of $54,137.63 ("Grant") for the Miami Police Department's ("MPD") efforts as a participating law enforcement agency in the Program intended to secure and protect the waterways surrounding the City during the summer months; and WHEREAS, MPD's Marine Patrol Detail ("Detail") will utilize subaward funds for the purchase and installation of equipment necessary to outfit one (1) of the Detail's vessels making it fully capable for the Program while ensuring the safety of MPD officers; and WHEREAS, it is appropriate for the City Manager to accept the Grant and to establish a special revenue fund for the appropriation of the Grant; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The following new Special Revenue Project is established and resources are appropriated as described below: FUND TITLE: Operation Stonegarden Program RESOURCES: Miami —Dade County/Miami-Dade Police Department $54,137.63 APPROPRIATIONS: MPD Marine Patrol Equipment/Installation $54,137.63 Section 3. The City Manager is authorized' to accept the Grant from the County with no City match required. Section 4. The City Manager is further authorized to execute the subaward agreement, in substantially the attached form, and to negotiate and execute any and all other necessary documents, all in forms acceptable to the City Attorney, to implement the acceptance and administration of the Grant in compliance with the requirements of the subaward agreement. Section 5. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
