HomeMy WebLinkAboutR-21-0232City of Miami Legislation Resolution: R-21-0232 File Number: 9157 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 6/10/2021 A RESOLUTION OF THE MIAMI CITY COMMISSION ALLOCATING GRANT FUNDS FROM THE DISTRICT 5 COMMISSIONER'S SHARE OF THE CITY OF MIAMI'S ANTI -POVERTY INITIATIVE PROGRAM IN A TOTAL AMOUNT NOT TO EXCEED ONE HUNDRED TWENTY-FIVE THOUSAND DOLLARS ($125,000.00) TO THE LIBERTY CITY COMMUNITY REVITALIZATION TRUST ("TRUST") FOR THE TRUST'S YOUTH EMPLOYMENT PROGRAM; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL DOCUMENTS NECESSARY, SUBJECT TO APPLICABLE REQUIREMENTS OF ALL FEDERAL, STATE OF FLORIDA, AND LOCAL LAWS INCLUDING THE CITY CODE AND CHARTER OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, AND IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. SPONSOR(S): Commissioner Jeffrey Watson WHEREAS, the City of Miami ("City") created the Anti -Poverty Initiative ("API") to address poverty based on a strategy of focusing the provision of support towards the City's residents achieving self-sufficiency; and WHEREAS, the Liberty City Community Revitalization Trust ("Trust") has implemented a Youth Employment Program ("Program") that imparts financial empowerment through paid work assignments; and WHEREAS, the Program furthers the API within the City and exemplifies the principles outlined in the Gateway to Self -Sufficiency Strategy; and WHEREAS, the City previously allocated API funds from the District 5 share of API Funds to the Program pursuant to Resolution No. R-16-0200 adopted April 28, 2016, Resolution No. R-17-0017 adopted January 17, 2017, Resolution No. R-18-0019 adopted January 11, 2018, Resolution No. R-19-0102 adopted on March 14, 2019, and Resolution No. R-20-0111 adopted on April 9, 2020 and the Program has been successful as a result of the allocations; and WHEREAS, the District 5 Commissioner wishes to provide grant funds from the District 5 share of API Funds in an amount not to exceed One Hundred Twenty -Five Thousand Dollars ($125,000.00) ("Funds") for the Program which will provide jobs to at -risk youth, ages fourteen (14) through eighteen (18) years of age in Liberty City, affording them an opportunity to gain work experience throughout the City; and WHEREAS, the City Manager is requesting authority from the City Commission to negotiate and execute any and all documents necessary, subject to applicable requirements of all Federal, State of Florida ("State"), and local laws, including the City Code and Charter of the City of Miami, Florida, as amended ("City Charter'), and in forms acceptable to the City Attorney, for the allocation of the Funds for the Program City of Miami Page 1 of 2 File ID: 9157 (Revision:) Printed On: 6/23/2021 File ID: 9157 Enactment Number: R-21-0232 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is authorized to allocate the Funds from the District 5 share of API Funds in an amount not to exceed One Hundred Twenty -Five Thousand Dollars ($125,000.00) to the Trust for the Program is authorized.' Section 3. The City Manager is further authorized' to negotiate and execute any and all documents necessary, subject to requirements of all Federal, State, and local laws, including the City Code and City Charter, and in forms acceptable to the City Attorney, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption.
