Dear Neighbors and Elected Officials,
My name is Konrad Dabrowski, and I live in the West Grove, on Charles Avenue across the
Bahamian cemetery.
I would like to discuss the proposed up -zoning for a "hotel", which would be located on the north
side of Charles Avenue, just west of the long -shuttered Coconut Grove Playhouse.
It was quite a surprise to hear that while the remaining part of Charles Avenue and its residential
homeowners face special NDC-2 restrictions limiting our ability to redevelop our lots, the City of
Miami PZAB board approved special case "up -zoning" to commercial developers.
This level of legislative inequality is simply unacceptable and can't be tolerated in the modern
American city. While Charles Avenue homeowners don't individually provide as much tax base
revenue as the commercial development discussed, it can't constitute reason why special
restrictions are lifted for some while for most of us they are still in place in the form of NCD-2.
The presence of NCD-2 on top of NCD-3 prevents West Grove homeowners from being able to
capitalize on any potential increase in property values, while having to bear with disturbing side
effects of this new development in form of increased traffic and noise.
One could ask, what is the point of special zoning restrictions in West Grove (in the form
of NCD-2), if they can be avoided by some but not by others?
I encourage Elected Officials to apply rules consistently: either via elimination of special
restrictions whatsoever or apply them for all, not just on those who can't sponsor a big commercial
project.
