A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO REVIEW THE WYNWOOD NORTE COMMUNITY VISION PLAN
AND DEVELOP IMPLEMENTATION TOOLS, POLICIES, AND REGULATIONS
WITH THE ASSISTANCE OF APPROPRIATE CITY OF MIAMI STAFF AND TO
MAKE A FINAL PRESENTATION TO THE CITY COMMISSION FOR ITS
CONSIDERATION AND FURTHER ACTION.

WHEREAS, the area of Wynwood bounded generally by Northwest 29th Street to the
south, North Miami Avenue to the east, Northwest 36th Street and Interstate 195 to the north,
and Interstate 95 to the west is a mixed -use residential neighborhood in the urban core, which
for many decades has been a community comprised of a socio-economically and ethnically
diverse population working in surrounding employment centers; and
WHEREAS, the neighborhood has experienced changes in social and physical
conditions in recent years, including a significant reduction in homeownership, aging
infrastructure and housing stock, decreasing student populations at neighborhood schools, and
among the lowest average household incomes in the City of Miami ("City") as reported by the
2010 Census Data; and
WHEREAS, due to its location inside the urban core, the neighborhood faces significant
development pressures and is at risk of losing its identity and neighborhood character without a
clear plan for the future; and
WHEREAS, the Wynwood Community Enhancement Association, Inc. ("Wynwood
CEX) is an inclusive neighborhood association registered with the Wynwood Neighborhood
Enhancement Team ("NET") Office with a mission to provide a unified voice for neighborhood
improvements and enhancing the quality of life for current and future residents; and
WHEREAS, the Wynwood CEA has worked in collaboration with PlusUrbia Design with
the support of the City's Wynwood NET Office, the Planning Department, and the District 5
Commissioner's Office to engage in a community -led visioning process, including residents,
property owners, business owners, community -based nonprofit organizations, and other
community stakeholders; and
WHEREAS, the Wynwood Norte Community Vision Plan ("Vision Plan") is a result of a
community -led visioning process to proactively plan for changes and growth in the
neighborhood in a way that is inclusive of current residents in the community and that allows for
development of additional housing affordable to a mix of income levels in a manner that
embraces and enhances the unique identity and character of the neighborhood; and
WHEREAS, the Vision Plan is consistent with the goals and objectives of the Miami
Comprehensive Neighborhood Plan ("MCNP") and Ordinance No. 13114, the Zoning Ordinance

of the City of Miami, Florida, as amended ("Miami 21 Code"); protects residential
neighborhoods; and is consistent with the priorities of the City's Fiscal Year 2019-2020 Strategic
Plan to elevate quality of life, improve resilience, and create pathways to prosperity for residents
in the community; and
WHEREAS, the City Commission wishes to direct the City Manager to explore and
develop appropriate planning tools, policies, and regulations as authorized by the MCNP and
the Miami 21 Code to implement the Vision Plan with the assistance of appropriate City staff;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission directs the City Manager review the Vision Plan and
develop implementation tools, policies, and regulations with the assistance of appropriate City
staff for presentation to the City Commission for consideration and further action.
Section 3. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.'

If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
