WHEREAS, pursuant to Ordinance No. 13795 adopted on October 11, 2018, the City Commission established a Motorized Scooter Pilot Program ("Pilot Program") within City of Miami ("City") Commission District 2 for a period of six (6) months; and WHEREAS, due to permitting, information technology, technical, and other issues, the rollout for the Pilot Program commenced on April 1, 2019 with an expiration six (6) months thereafter on October 1, 2019; and WHEREAS, pursuant to Ordinance No.13862 adopted on September 26, 2019, Resolution No. R-19-0520 adopted December 12, 2019, Resolution No. R-20-0040 adopted February 13, 2020, and Resolution No. 20-0297 adopted September 20, 2020, the City Commission extended the program until the execution and rollout of a permanent motorized scooter program; and WHEREAS, many accidents have been reported throughout the City during the Pilot Program; and WHEREAS, the scooters may pose a safety risk to the public and the Pilot Program is no longer serving the general health, safety, or general welfare of the public and the City Commission desires to end the Pilot Program; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The City Manager is directed to present all proposed safety measures for the Pilot Program to the City Commission at the June 24, 2021 City Commission meeting for the City Commission to evaluate whether the Pilot Program should continue. Section 3. The City Manager is further directed to present all safety measures that are to be included in the Request for Proposals ("RFP") for the permanent motorized scooter program to the City Commission at the June 24, 2021 City Commission meeting for evaluation of the proposed RFP criteria. Section 4. This Resolution shall become effective immediately upon its adoption.
