RECOMMENDING THAT THE MIAMI CITY COMMISSION APPROVE THEREZONING AND FUTURE LAND USE MAP AMMENDMENT APPLICATIONS FOR THE COCONUT GROVE APARTMENTS PROJECT. WHEREAS, the owners of the properties located at 3065, 3069 and 3095 Plaza Street and 3040 Carter Street, Miami, Florida (the "Property") have submitted applications to the City of Miami for the rezoning of the Property from T3-0 to T4-R and T4-0 (and have requested a waiver of the time limits set forth in Section 7.1.2.9(g)(5) of Miami 21 to request a rezoning to T5-4 and T5-0) and to amend the Property's Future Land Use Map designation from Duplex Residential to Medium Density Multifamily Residential and Medium Density Restricted Commercial; and WHEREAS, the owners of the Property and their representatives made a presentation to the Coconut Grove Village West Homeowners and Tenants Association Board of Directors on January 28, 2019; and WHEREAS, the owners of the Property are proposing to develop a mixed -income residential project at the Property providing a minimum of 20% of the units as Workforce Housing Units (serving individuals whose income is between 80% and 140% of the Area Median Income for Miami -Dade County); and WHEREAS, the proposed project is considered a Transit Oriented Development since the Property is located within half a mile of the Douglas Road Metrorail Station; and WHEREAS, the proposed project is compatible with the existing commercial and multi -family residential uses in the surrounding area and will be a significant improvement of mostly vacant and underutilized land; and WHEREAS, the proposed project will increase the housing options available in the Village West neighborhood and will create additional Workforce Housing units to the area; and WHEREAS, the proposed project will provide protection and respect for the community's residential status. NOW THEREFORE, be it resolved by the Coconut Grove Village West Homeowners and Tenants Association to recommend that the City Commission approve the proposed rezoning and Future Land Use Map amendment applications for the Property.
