A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING AMENDMENTS, MODIFICATIONS, NEW APPROPRIATIONS,
DE -APPROPRIATIONS, AND RE -APPROPRIATIONS TO THE CITY OF
MIAMI'S ("CITY") FISCAL YEAR 2019-20 MULTI -YEAR CAPITAL PLAN AS SET
FORTH BELOWAND IN COMPOSITE EXHIBIT "A" AND IN EXHIBITS "B", "C",
"D", AND "E", ALL ATTACHED AND INCORPORATED, AS REQUIRED
PURSUANT TO THE COMMUNITY PLANNING ACT, SPECIFICALLY
SECTIONS 163.3161 AND 163.3177, FLORIDA STATUTES (2019), AND
CHAPTER 18/ ARTICLE IX/ DIVISIONS 1 AND 2 OF THE CODE OF THE CITY
OF MIAMI, FLORIDA, AS AMENDED, TITLED "FINANCIAL/ FINANCIAL
POLICIES/ ANTI -DEFICIENCY ACT/ FINANCIAL INTEGRITY PRINCIPLES,"
TO SET FORTH THE CITY'S FISCAL NEEDS FOR CAPITAL
IMPROVEMENTS, SUBJECT TO AN ANNUAL PLAN REVIEW, TO
DETERMINE PROJECT PRIORITIES, TO ADD NEW CAPITAL PROJECTS, TO
CLOSE OUT COMPLETED PROJECTS, AND TO APPROPRIATE, RE -
APPROPRIATE, AND MODIFY FUNDING ALLOCATIONS AS NECESSARY;
RATIFYING, APPROVING, AND CONFIRMING CERTAIN NECESSARY
ACTIONS OF THE CITY MANAGER AND DESIGNATED CITY OFFICIALS IN
ORDER TO UPDATE THE RELEVANT CAPITAL PROJECTS, FINANCIAL
CONTROLS, PROJECT CLOSE-OUTS, COMPLETED PROJECTS,
ACCOUNTING ENTRIES, AND COMPUTER SYSTEMS IN CONNECTION
THEREWITH AND FOR GRANTS IN PROGRESS; PROVIDING FOR
INCORPORATION OF SUBSEQUENT AMENDMENTS TO THE PLAN; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Miami's ("City") original Fiscal Year 2019-20 Proposed Multi -Year
Capital Plan as presented to the City Commission, filed with the City Clerk, and posted on the
City's website on July 3, 2019 ("Plan") incorporates the Fiscal Year 2018-19 Multi -Year Capital
Plan set forth in Resolution No. R-18-0396 adopted September 13, 2018 as subsequently
amended by Ordinance No. 13790 adopted September 27, 2018, Resolution No. R-18-0516
adopted November 15, 2018, Resolution Nos. R-18-0545 and R-18-0546 adopted December
13, 2018, Resolution No. R-19-0194 adopted May 9, 2019, and City Manager emergency capital
project appropriation of contribution from General Fund dollars in the amount of $400,000.00 for
the "Emergency Repairs at Blanche Park Project" (No. 40-13193526) approval memorandum
dated June 26, 2019 to be addressed in the year-end close-out; and
WHEREAS, a capital improvement programming process to support the Miami
Neighborhood Comprehensive Plan is required pursuant to the Community Planning Act ("Act"),
specifically, Sections 163.3161 and 163.3177, Florida Statutes (2019), and Chapter 18/Article
IX/Divisions 1 and 2 of the Code of the City of Miami, Florida, as amended ("City Code"), titled
"Finance/Financial Policies/Anti-Deficiency Act/Financial Integrity Principles," to set forth the
City's needs for capital improvements; and

WHEREAS, the Plan is a policy and management tool to plan municipal borrowing and
indebtedness over a period of time, to establish annual expenditures within a framework of long
range fiscal requirements, and to serve as an official statement of the City's development plans;
and
WHEREAS, it is in the best interests of the City to incorporate herein all subsequent
amendments to the Plan approved in the City's Second Budget Hearing as set forth below; and
WHEREAS, the Plan, as submitted to the City Commission on July 3, 2019, has been
modified and amended to include all of the applicable changes contained in the City Manager's
Memoranda titled "Information for First Budget Hearing — Fiscal Year 2019-2020 Proposed
Budget", attached and incorporated as part of Composite Exhibit "A" including new
appropriations totaling $4,726,000, and in Exhibit "B", attached and incorporated, including de -
appropriations, re -appropriations, and swaps of Miami -Dade County's Transit Half -Cent Surtax
monies totaling $17,270,172.68; the memorandum titled "Information for Second Budget
Hearing — Fiscal Year 2019-2020 Proposed Budget", attached and incorporated as part of
Composite Exhibit "A" including new appropriations totaling $300,000, and in Exhibit "C" and
Exhibit "D", respectively attached and incorporated including de -appropriations and re -
appropriations within Districts 4 and 5 totaling $2,162,809.96 and $300,000, respectively; and
the memorandum titled "Actions Taken at the Second Budget Hearing — Fiscal Year 2019-2020
Adopted Budget", attached and incorporated also part of Composite Exhibit "A" including new
appropriations totaling $350,000, and in Exhibit "E", attached and incorporated, including de -
appropriations and re -appropriations of Park Impact Fees totaling $2,890,000 (collectively,
"Amendments"); and
WHEREAS, with all such amendments, modifications, new appropriations, de -
appropriations, and re -appropriations above established through Composite Exhibit "A" and
Exhibits "B", "C", "D", and "E", all attached and incorporated, the Plan amount now totals
$659,619,000 (of which new capital appropriations total $30,794,000); and
WHEREAS, it is also in the best interest of the City to ratify, approve, and confirm certain
necessary actions of the City Manager and designated City officials in order to update the
relevant capital projects, financial controls, project close-outs, completed projects, accounting
entries, and computer systems in connection therewith and for grants in progress; and
WHEREAS, it is further in the best interests of the City to incorporate herein all
subsequent amendments to the Plan that may be approved in the future by the City
Commission;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission hereby approves the Plan, as submitted to the City
Commission on July 3, 2019 and as modified and amended to include all of the applicable
changes contained in the Amendments for a total Plan amount of $659,619,000 (of which new
capital appropriations total $30,794,000).
Section 3. The City's Plan is approved as required pursuant to the Act, particularly
Sections 163.3161 and 163.3177, Florida Statues (2019), and Chapter 18/Article IX/Divisions 1

and 2 of the City Code to set forth the City's fiscal needs for capital improvements, subject to an
annual Plan review, to determine project priorities, to add new capital projects, to close out
completed projects, and to appropriate, re -appropriate, and modify funding allocations as
necessary.
Section 4. Certain necessary actions of the City Manager and designated City officials
in order to update the relevant capital projects, financial controls, project close-outs, completed
projects, accounting entries, and computer systems in connection therewith and for grants in
progress are hereby ratified, approved, and confirmed.
Section 5. Subsequently, the Plan shall incorporate all amendments thereto.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.'

If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
