HomeMy WebLinkAboutR-21-0194City of Miami ;f Legislation Resolution: R-21-0194 File Number: 9024 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 5/13/2021 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER, IN THE NEXT NINETY (90) DAYS, TO DEVELOP AND IMPLEMENT A TRAINING PROGRAM FOR THE MIAMI POLICE DEPARTMENT ("MPD") TO PROVIDE INSTRUCTION CENTERED ON THE GUIDELINES SET FORTH IN THE INTERNATIONAL CHIEFS OF POLICE ("IACP") PUBLICATION "PRACTICES IN MODERN POLICING/ POLICING IN VULNERABLE POPULATIONS" IN ORDER TO IMPROVE UPON HOW THE MPD RESPONDS TO CALLS FOR SERVICE RELATING TO THE CITY'S HOMELESS AND VULNERABLE POPULATIONS. SPONSOR(S): Commissioner Manolo Reyes WHEREAS, the Miami City Commission finds that promoting effective policing fulfills an important City interest in protecting the safety of both the public and the Miami Police Department's ("MPD") officers; and WHEREAS, policing in vulnerable populations emerged in the final report of the Task Force on 21st Century Policing as a key theme for driving healthy community -police relations; and WHEREAS, the City's vulnerable population is comprised of people who are elderly, homeless, disabled, undocumented, addicted, and physically or mentally ill; and WHEREAS, in 2016, the Office of Community Oriented Polices Services, United States Department of Justice ("COPS Office"), in partnership with the International Association of Chiefs of Police (IACP), launched the Advancing 21 st Century Policing Initiative and produced a guide publication titled Practices in Modern Policing — Policing in Vulnerable Populations ("the Guide"); and WHEREAS, the Guide demonstrates how law enforcement agencies can build public confidence by serving vulnerable populations more effectively and illustrates strategies that work —coalition building, officer training, and engaging with social workers —and includes examples of model programs through which law enforcement agencies are successfully leveraging them; and WHEREAS, the Guide provides that law enforcement culture should embrace a guardian —rather than a warrior—mindset to build trust and legitimacy both within agencies and with the public; and WHEREAS, the Guide further recommends in Pillar 5, Training and Education, that cadets, line officers, and executives should respond to the challenges of modern policing and that academy and in-service trainings should focus on previously unaddressed subjects such as mental health, cultural differences, and youth brain development recognizing that high -quality, effective training, particularly that which comes from a highly City of Miami Page 1 of 2 File ID: 9024 (Revision:) Printed On: 512012021 File ID: 9024 Enactment Number: R-21-0194 regarded academic institution, will enable officers to better understand the diverse populations with which they work; and WHEREAS, the MPD and the public will benefit from increased training for Miami Police Officers on dealing with the City's vulnerable population including the homeless; NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The City Manager is directed to, in the next ninety (90) days, develop and implement a training program for the MPD to provide additional instruction centered on the guidelines set forth in the International Chiefs of Police ("IACP") publication "Practices In Modern Policing/ Policing In Vulnerable Populations" in order to improve upon how the MPD responds to calls for service relating to the City's homeless and vulnerable populations. Section 3. This Resolution shall become effective immediately upon its adoption.
