Santana, Agenda Coordinator r,3 Todd Hannon, City Clerk CJ7 -- $ 4<.h Jee BIER ASSOCIATES CITY OF MIAMI MARLINS PARK PARKING LOT REDEVELOPMENT PARKING IMPACT ANALYSIS MEMO Purpose of Analysis & Report Leonard T Bier and Bier Associates have been asked by the City of Miami Manager's Office to analyze the impact of the construction of various public improvements, including: public parks, affordable residential housing development proposed to be constructed on existing Marlin Park Surface Parking Lots, identified as East 1-2-3 and West 2 -3 parking lots. Specifically, Bier Associates has been tasked to determine the adequacy of a proposed Parking Garage to replace the 5 designated parking lots and meet the current and future needs of the neighborhood. Proposed Parking Lot Redevelopment Project The Redevelopment Project proposed by the City of Miami is as follows: • West Parking Lots 2 & 3 along NW 17th Avenue, consisting of 427 parking spaces, be converted into a Public Park. • East Parking Lots 1, 2, & 3 along NW 141h Avenue (Orange Bowl Way), consisting of 241 parking spaces be redeveloped as Affordable Housing. Number and type of affordable housing units yet to be determined. • Total reduction to existing neighborhood parking inventory by City redevelopment plan is 668 parking spaces. • 625 NW 16th Avenue has been identified by the City as a potential Public Parking Garage site for replacement parking for the 5 existing parking lots dedicated to the City's Redevelopment Plan. Neighborhood Parking Lot Inventory to be re -purposed Parking Lots: 668 • W2 96 Proposed Park • W3 331 Proposed Park • E1 104 Proposed Affordable Housing • E2 61 Proposed Affordable Housing • E3 76 Proposed Affordable Housing Bier Associates Marlin Stadium Parking Analysis 4/18/2021 Page 1 of 3 Proposed City Redevelopment Plan — Resulting Parking Space Reduction As previously stated, and identified above, the City of Miami Redevelopment Plan for Public Parks and Affordable Housing on the Neighborhood Parking Lots will reduce the existing Parking Inventory by 668 spaces. New Neighborhood Garage- 594 Public Parking Space Replacement As noted above, in order for the City of Miami to provide sufficient parking to accommodate the anticipated redevelopment of the 5 designated parking lots into public parks and affordable housing, it will be necessary, at a minimum, to construct a public parking garage that can replace the 668 parking spaces that are being displaced. The City has identified the property located at 625 NW 161" Avenue as a potential replacement parking site. The property is a single block approximately 27,000 SF, according to Miami -Dade Tax Records, with frontage on NW 7th Street, NW 161n Avenue and Felo Ramirez Drive. The east side of the property is adjacent to an entrance lane for the P1- Home Plate Garage. Current occupant of the property is Tri-City Electric Co. Approximately 17,380 SF of the property is utilized as 1 and 2 story office, service light manufacturing and warehousing. The property has 21 marked parking spaces and a 2-bay loading area. Based on Google Earth measurements, subject to an accurate survey, it appears that the property is 100' wide x 270' in length. According to parking industry design standards found in NPA/ ULI's reference book, "Dimensions of Parking" an efficient footprint for a double loaded double bay parking garage with 2 end bay parking areas is a minimum of 111' wide x 272' in length. If end bay parking areas are eliminated required garage length is 236. Based on these design criteria's, the proposed replacement parking site has the necessary length for a double loaded 2 bay parking garage. The additional width could be found by vacating NW 16tn Avenue adjacent to the property and combining it with West Lot 1. Assuming that the property is suitable for a 111' wide and 236' long parking garage, with no end bay parking areas, the parking yield for such a garage is estimated at 90 parking spaces per structured level with 60% parking efficiency on grade for entry/exits and other operational garage components, equaling 54 parking spaces. Bier Associates Marlin Stadium Parking Analysis 4/18/2021 Page 2 of 3 Based on the projected parking yields, a parking garage with 6 structured levels of parking above grade would yield approximately 594 parking spaces, including handicapped spaces. Bier Associates, are not engineers and our estimates of site suitability and parking yields are subject to verification by qualified parking design A&E firms selected by the City of Miami. Conclusion The City's pursuit of the redevelopment plan for the West Parking Lots 2-3 for Public Parks and East Parking Lots 1-2-3 for Affordable Housing will result in both a reduction in supply of public parking, and an increase in demand for such parking. A double loaded 2-bay parking structure, consisting of on -grade entry/exit and 6 structured levels above will yield 594+/- parking spaces. Therefore, the property located at 625 NW 16th Avenue would provide an estimated 594 replacement public parking spaces that will be essential to the City's duty of fulfilling the public's need for parking.
