WHEREAS, the City Commission adopted Resolution No. R-21-0114 on March 11, 2021 directing the City Manager to provide to the City Commission the total amount of tax revenue Miami -Dade County ("County") collects that is generated within the City of Miami's ("City") boundaries, the total number of non-profit organizations that are located within the City's boundaries, to provide to the city commission a list of services the County provides to the City's residents and the approximate dollar value of said County services, and to present the data and information to the City Commission as soon as possible; and WHEREAS, at the April 22, 2021 Regular City Commission meeting the City Administration presented to the City Commission the data and information that was requested in Resolution No. R-21-0114; and WHEREAS, the City Administration calculated that the total amount of tax revenue that the County collects that is generated within the City's boundaries is two hundred ninety-six million, six hundred three thousand, seven hundred ninety-six million dollars and sixty cents ($296,603,796.60); and WHEREAS, the City Administration determined that there are two thousand, six hundred thirty-five (2,635) folios located within the City limits that are exempt from paying a total of fifty- nine million, three hundred twenty-nine thousand, eight hundred eighty-two dollars and seventy- two cents ($59,329,882.72) in ad valorem taxes to the City; and WHEREAS, the County informed the City Administration that the County could not provide the approximate dollar value of the services the County provides to City residents; and WHEREAS, the City Commission finds that it is in the best interest of the City to identify the services the County provides to City residents and the approximate dollar value of said services; and WHEREAS, pursuant to Section 2-33(f) of the Code of the City of Miami, Florida, as amended, the City Commission, by a majority vote, deems this Resolution to be of an emergency nature in order to immediately protect the public's health, welfare, and safety; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings set forth in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is directed to conduct a study to identify the services the County provides to City residents and the approximate dollar value of said services ("Study"). Section 3. The City Manager is authorized' to negotiate and execute an expert consultant agreement, in a form acceptable to the City Attorney, to retain an expert consultant to conduct the Study, if necessary. Section 4. The Resolution shall become effective immediately upon its adoption.
