A RESOLUTION OF THE MIAMI CITY COMMISSION ALLOCATING AN
ADDITIONAL FORTY (40) VOUCHERS FROM THE DEPARTMENT OF
HOUSING AND COMMUNITY DEVELOPMENT ("DEPARTMENT") TO THE
MIAMI-DADE COUNTY HOMELESS TRUST TO REFER ELIGIBLE
APPLICANTS TO THE CITY OF MIAMI'S ("CITY") MOVING ON PROGRAM
FOR NON -ELDERLY PERSONS WITH DISABILITIES WHO ARE HOMELESS,
ARE AT RISK OF HOMELESSNESS, OR ARE PREVIOUSLY HOMELESS AND
ARE CURRENTLY IN PERMANENT SUPPORTIVE HOUSING OR IN A RAPID
REHOUSING PROJECT PURSUANT TO THE CITY'S MAINSTREAM
VOUCHER PROGRAM GUIDELINES; AUTHORIZING THE CITY MANAGER
TO INCREASE THE NUMBER OF VOUCHERS FROM TIME TO TIME AS MAY
BE NEEDED; FURTHER AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS,
INCLUDING AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, ALL IN
FORMS ACCEPTABLE TO THE CITY ATTORNEY AND SUBJECT TO ALL
FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH
FUNDS FOR SAID PURPOSE.
WHEREAS, on July 23, 2020, the City Commission adopted Resolution No. R-20-0218,
which authorized the City of Miami ("City") to enter into a Memorandum of Understanding
("MOU") with the Miami -Dade County Homeless Trust ("MDHT") in accordance with the
Mainstream Voucher Program ("Program") guidelines to provide thirty (30) vouchers to non -
elderly persons with disabilities, who are homeless, are at risk of homelessness, or are
previously homeless and are currently in permanent supportive housing or in a rapid rehousing
project; and
WHEREAS, pursuant to Resolution No. R-21-0038 adopted on January 28, 2021, the
City Commission approved the acceptance of an additional grant of Program funds, which were
authorized by the Coronavirus Aid, Relief, and Economic Security Act, in the amount of
$606,720.00 from the United States Department of Housing and Urban Development; and
WHEREAS, the City's current Housing Choice Voucher waitlist does not have a
sufficient number of applicants who satisfy the Program's minimum eligibility criteria for the
additional forty (40) vouchers; and
WHEREAS, the City's Administration recommends allocating the additional forty (40)
vouchers from the Department of Housing and Community Development ("Department") to the
MDHT to refer eligible applicants to the City's Moving On Program for non -elderly persons with
disabilities who are homeless, are at risk of homelessness, or are previously homeless and are
currently in permanent supportive housing or in a rapid rehousing project pursuant to the City's
Program guidelines and to increase the amount of vouchers from time to time as may be
needed;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The allocation of an additional forty (40) vouchers from the Department to
MDHT to refer eligible applicants to the City's Moving On Program for non -elderly persons with
disabilities who are homeless, are at risk of homelessness, or are previously homeless and are
currently in permanent supportive housing or in a rapid rehousing project pursuant to the City's
Program guidelines is approved.
Section 3. The City Manager is authorized' to increase the amount of vouchers from
time to time as may be needed.
Section 4. The City Manager is authorized' to negotiate and execute any and all
necessary documents, including amendments, extensions, and modifications, all in forms
acceptable to the City Attorney and subject to all federal, state, and local laws that regulate the
use of such funds for said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption.
