A RESOLUTION OF THE MIAMI CITY COMMISSION CONDEMNING ALL
FORMS OF HATE DIRECTED TOWARDS ASIAN AMERICANS AND PACIFIC
ISLANDERS ("AAPI") IN OUR COMMUNITY; AFFIRMING THE CITY
COMMISSION'S COMMITMENT TO ACTIVELY COMBATING RACISM,
ACHIEVING RACIAL AND SOCIAL EQUITY, AND PROTECTING THE CITY OF
MIAMI'S VULNERABLE AAPI RESIDENTS; DIRECTING THE CITY CLERK TO
TRANSMIT A COPY OF THIS RESOLUTION TO THE OFFICIALS NAMED
HEREIN.
SPONSOR(S): Commissioner Ken Russell, Commissioner Joe Carollo,
Commissioner Manolo Reyes, Commissioner Jeffrey Watson
WHEREAS, the Asian American and Pacific Islander ("AAPI") population of the City of
Miami ("City") makes significant contributions to the cultural, educational, and economic fabric of
our community; and
WHEREAS, the City Commission wishes to affirm its commitment to the well-being and
safety of AAPI community members;
WHEREAS, the City Commission further wishes to ensure the AAPI community knows
they are not alone and that they can speak out to help stop the spread of bigotry; and
WHEREAS, between March 19, 2020 and December 31, 2020, Stop AAPI Hate, a hate -
incident reporting website launched by the Asian Pacific Policy and Planning County and
Chinese for Affirmative Action, has received 2,808 reported incidents of racism and
discrimination targeting AAPI members across the United States; and
WHEREAS, the incidents included verbal harassment, shunning, denial of access to
services and public spaces, and physical assault; and
WHEREAS, experts consider the true number of incidents to be much higher due to
underreporting; and
WHEREAS, the recent rise of violence against the AAPI community is part of a larger
history of violence against communities of color and community -centered solutions must be
found that stop the violence in all communities; and
WHEREAS, on March 16, 2021, eight (8) people were killed in shootings in three (3)
Atlanta -area spas, six (6) of whom were Asian women; and
WHEREAS, AAPI businesses and workers have been hurt by the increase in hate
incidents and long-term unemployment has risen more sharply among workers who are
members of the AAPI community than any other population; and

WHEREAS, in accordance with Section 2-33(f) of the Code of the City of Miami, Florida,
as amended, the City Commission, by a majority vote, hereby deems this Resolution to be of an
emergency nature;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission condemns all forms of hate directed at AAPI members
in our community.
Section 3. The City Commission further affirms its commitment to actively combating
racism, achieving racial and social equity, and protecting the City's vulnerable AAPI residents.
Section 4. The City Clerk is directed to send a copy of this Resolution to the Miami -
Dade County League of Cities, Miami -Dade County, and all municipalities in Miami -Dade
County.
Section 5. This Resolution shall become effective immediately upon its adoption.
