WHEREAS, the City of Miami ("City") is the largest municipality within Miami -Dade County ("County"); and WHEREAS, the City serves as the gateway to and is referred to as the capital of Latin America; and WHEREAS, the City is a major center for commerce, finance, and international trade and business throughout the County as well as the State of Florida; and WHEREAS, the Port of Miami is one of the largest shipping ports in the world, is the largest cruise ship port in the world, and is located in the City; and WHEREAS, Miami International Airport is one of the busiest airports in the world with over 45 million passengers traveling through the airport annually and is located in the City; and WHEREAS, the City provides services for its more than four hundred thousand residents as well as the millions of tourists, public and private employees, and County residents and employees that come into the City boundaries every day; and WHEREAS, the City provides, among other services, solid waste, police, code enforcement, and fire -rescue services to all the City's residents and the millions of tourists, public and private employees, and County residents and employees that come into the City boundaries every day; and WHEREAS, the City Commission believes that the services provided by the County within the City's limits is not commensurate to the proportion of taxes generated in the City's boundaries that are remitted to the County; and WHEREAS, the City Commission directs the City Manager to provide data to the City Commission identifying and quantifying the services provided by the County within the City's boundaries and the total amount of taxes generated in the City's boundaries that are remitted to the County; and WHEREAS, pursuant to Section 2-33(f) of the Code of the City of Miami, Florida, as amended, the City Commission, by a majority vote, deems this Resolution to be of an emergency nature in order to immediately protect the public's health, welfare, and safety; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings set forth in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Commission directs the City Manager to provide to the City Commission the total amount of tax revenue the County collects that is generated within the City's boundaries. Section 3. The City Commission directs the City Manager to provide to the City Commission the total number of non-profit organizations that are located within the City's boundaries. Section 4. The City Commission directs the City Manager to provide to the City Commission a list of services the County provides to the City's residents and the approximate dollar value of said County services. Section 5. The City Commission directs the City Manager to present the data and information requested in this Resolution to the City Commission as soon as possible but no later than at the April 8, 2021 Regular City Commission meeting. Section 6. The Resolution shall become effective immediately upon its adoption.
