Subject: Accept Bid - Lou's Police Distributors, Inc.
Purpose of Item:
The nature of this item is to establish a resolution of the Miami City Commission,
accepting the bid received on February 26, 2020 pursuant to Invitation for Bid ("IFB")
1182386 to establish a contract for the purchase of Smith & Wesson M&P15T rifles
("Rifles") from the lowest responsive and responsible bidder, Lou's Police Distributors,
Inc. ("Lou's"), a Florida profit corporation, for the Miami Police Department ("Police"), on
an as needed basis, for contract term of two (2) years, allocating funds from Police
General Account Number 00001.191501.552100.0000.00000-1 authorizing the City
Manager to negotiate and execute all other documents, including any amendments, and
extensions, subject to all allocations, appropriations, and prior budgetary approvals, and
in compliance with all applicable provisions of the Code of the City of Miami, Florida, as
amended ("City Code"), including the City of Miami's procurement ordinance, anti -
deficiency act, and financial integrity principles, all as set forth in chapter 18 of the City
Code, all in a form acceptable to the City Attorney, and in compliance with all applicable
laws, rules, and regulations, as may be deemed necessary for said purpose.
Background of Item:
On February 6, 2020, the Department of Procurement ("Procurement") on behalf of the
Police Department ("Police"), issued IFB No. 1182386, under full and open competition
to establish a contract for the purchase of Smith & Wesson M&P 15T Rifles for a term of
two (2) years. As required by the Procurement Code, the IFB was advertised and issued
on line. On February 26, 2020, four (4) responsive bids were received. All bids were
evaluated and tabulated following the guidelines directed in the IFB. Procurement is
recommending award to Lou's, the lowest responsive and responsible bidder. Police
estimates that it will purchase four -hundred and ninety (490) Rifles, at a total cost of
$337,610 for the term of the contract.

A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING THE BID
RECEIVED ON FEBRUARY 26, 2020 PURSUANT TO INVITATION FOR BIDS ("IFB")
NO. 1182386 TO ESTABLISH A CONTRACT FOR THE PURCHASE OF SMITH &
WESSON M&P15T RIFLES FROM THE LOWEST RESPONSIVE AND RESPONSIBLE
BIDDER, LOU'S POLICE DISTRIBUTORS, INC., A FLORIDA PROFIT
CORPORATION, FOR THE CITY OF MIAMI'S ("CITY") POLICE DEPARTMENT, ON
AN AS NEEDED BASIS, FOR A CONTRACT TERM OF TWO (2) YEARS;
ALLOCATING FUNDS FROM POLICE GENERAL ACCOUNT NO.
00001.191501.552110.0000.00000, SUBJECT TO THE AVAILABILITY OF FUNDS
AND BUDGETARY APPROVAL AT THE TIME OF NEED; AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY
DOCUMENTS, INCLUDING ANY AMENDMENTS AND EXTENSIONS, SUBJECT TO
ALL ALLOCATIONS, APPROPRIATIONS, PRIOR BUDGETARY APPROVALS,
COMPLIANCE WITH ALL APPLICABLE PROVISIONS OF THE CODE OF THE CITY
OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE"), INCLUDING THE CITY'S
PROCUREMENT ORDINANCE, ANTI -DEFICIENCY ACT, AND FINANCIAL
INTEGRITY PRINCIPLES, ALL AS SET FORTH IN CHAPTER 18 OF THE CITY
CODE, IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, AND IN COMPLIANCE
WITH ALL APPLICABLE LAWS, RULES, AND REGULATIONS, AS MAY BE DEEMED
NECESSARY FOR SAID PURPOSE.
WHEREAS, on February 6, 2020, the City of Miami's ("City") Procurement Department
("Procurement"), on behalf of the Police Department ("Police"), issued Invitation for Bids ("IFB")

WHEREAS, on February 26, 2020, four (4) responsive and responsible bids were
received in response to the IFB, which were evaluated and tabulated following the guidelines as
provided in the IFB; and
WHEREAS, Procurement is recommending award to Lou's Police Distributors, Inc., a
Florida profit corporation ("Lou's"), which met all requirements per the IFB specifications and
was the lowest responsive and responsible bidder;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The bid received February 26, 2020 pursuant to IFB No. 1182386 to
establish a contract for the purchase of Rifles from the lowest responsive and responsible
bidder, Lou's, for Police, on an as needed basis, for a term of two (2) years is accepted.
Section 3. Funds are allocated from Police General Account No.
00001.191501.552110.0000.00000, subject to the availability of funds and budgetary approval
at the time of need.
Section 4. The City Manager is authorized' to negotiate and execute any and all other
necessary documents, including any amendments and extensions, subject to all allocations,
appropriations, prior budgetary approvals, compliance with all applicable provisions of the Code
of the City of Miami, Florida, as amended ("City Code"), including the City's Procurement
Ordinance, Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18
of the City Code, in forms acceptable to the City Attorney, and in compliance with all applicable
laws, rules, and regulations, as may be deemed necessary for said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption.
