HomeMy WebLinkAboutR-21-0036City of Miami 1 i.RR .I Legislation alldl 1l+ Resolution: R-21-0036 File Number: 8504 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 1/28/2021 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ACCEPTING A GRANT IN THE AMOUNT OF $225,000.00 FROM THE NATIONAL FISH AND WILDLIFE FOUNDATION'S ("NFWF") NATIONAL COASTAL RESILIENCE FUND FOR THE IMPLEMENTATION OF THE CITY OF MIAMI'S ("CITY") RESILIENT WATERFRONT ENHANCEMENT PROJECT; APPROPRIATING $325,000.00 AS THE CITY MATCH WHICH MAY BE A COMBINATION OF FUNDS LISTED HEREIN AND/OR COMBINED GOODS AND SERVICES PROVIDED BY THE CITY; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A CONTRACT WITH THE NFWF, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE ADMINISTRATION, ACCEPTANCE, AND COMPLIANCE WITH SAID GRANT, SUBJECT TO BUDGETARY APPROVAL AT TIME OF NEED. SPONSOR(S): Commissioner Ken Russell WHEREAS, the City of Miami's ("City") Department of Resilience and Public Works ("Department") has been awarded one (1) grant in the amount of $225,000.00 ("Grant") from the National Fish and Wildlife Foundation ("NFWF") for the implementation of the City's Resilient Waterfront Enhancement Project ("Project"); and WHEREAS, the Project's goal is to create an enhanced capital plan for City -owned waterfront properties that will include a comprehensive strategy, guidelines, and implementation plan for the City to finance, procure, design, permit, construct, and maintain a waterfront that emphasizes nature -based design features; and WHEREAS, the Project will help the City to implement Goal 3 of the Miami Forever Climate Ready Strategy, which aims to reduce the City's risk of coastal and riverine flooding though a combination of nature -based and structural means; and WHEREAS, the intent of the Project is to develop and implement City-wide waterfront standards that will reduce flood impacts from tidal events and storm surge, provide standards for aesthetic cohesion, help us adapt to sea level rise over time, and enhance waterfront access; and WHEREAS, the Project aligns with the following goals of the Resilient 305 Strategy: expand nature -based infrastructure, integrate resilience into parks and open space, preserve and restore Biscayne Bay, safeguard urban systems, and strengthen resilience planning; and City of Miami Page 1 of 3 File ID: 8504 (Revision: A) Printed On: 312312021 File ID: 8504 Enactment Number: R-21-0036 WHEREAS, the Project helps the City meet Objective 2.3.1 of the City's Strategic Plan: Reduce the severity, duration, and impact of coastal and riverine flooding on shorelines and surrounding communities; and WHEREAS, the Grant requires a match of $325,000.00 by the City, which may be a combination of contributed goods and services or other funds from a previous Nature Conservancy grant, stormwater master plan funds, and Miami Forever Bond projects; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized to accept the Grant from the NFWF for the Department to implement the Project, corresponding to the services provided to the Grant by the City's Chief Resilience Officer within his regular working hours, and to appropriate the City's matching funds and/or contributed goods and services. Section 3. The following new Special Revenues Project is established and resources are appropriated as described below: FUND TITLE: City of Miami Resilient Waterfront Enhancement Project RESOURCES: National Fish and Wildlife Foundation $225,000.00 City of Miami's Match $325,000.00 APPROPRIATIONS: $650,000.00 Section 4. The City Manager is authorized' to negotiate and execute a contract, in a form acceptable to the City Attorney, with the NFWF for said purpose. Section 5. The City Manager is further authorized' to negotiate and execute any and all other necessary amendments, extensions, and modification, all in forms acceptable to the City Attorney, to implement the administration, acceptance, and compliance with the Grant, subject to budgetary approval at time of need. Section 6. This Resolution shall become effective immediately upon its adoption. ' The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to, those prescribed by applicable City Charter and City Code provisions.
