Arguelles-Goicoechea Interim director Parks and Recreation {'r E 4 jail FEB 25 At' g: 1 DATE: February 17, 2021 SUBJECT: City Commission Meeting February 25, 2021 REFERENCES: ENCLOSURES: The Department of Parks and Recreation respectfully requests your approval and action of the Miami City Commission by a 4j5ths affirmative vote, after an advertised public hearing ratifying, approving, and confirming the City Manager's recommendation, and finding that competitive negotiation methods are not practicable or advantageous regarding the agreement for educational and park services described below. The Department respectfully requests such recommendation, finding, and authorization in order to proceed with executing a Parks and Recreation Programming Partnership Agreement with Little Haiti FC, Inc. to use Little Haiti Soccer Park. Little Haiti FC, Inc. has demonstrated its qualifications and capacity to serve the City through the following: 1. Providing competitive soccer programming in the Little Haiti neighborhood and surrounding areas since 2014. 2. LHFC also serves as a gateway for the multidisciplinary delivery of academic, health care, and social service resources to players and their families. 3. Many of the program participants live significantly below AMI and many speak English as a second or third language. Soccer instruction is provided free of charge. 4. Little Haiti Football Club has a strong focus on education, over 95% of seniors graduate high school, and over 75% have been accepted into college. 5. In the last six years approximately seventy participants have received scholarships for advanced studies. 5. There are currently 107 participants in the program, 85% are Miami residents, and many of them reside in district S. For the reasons stated above, as required by Section 18-86(A)(3)(c) of the Code of the City of Miami, the Department of Parks and Recreation (1) recommends the execution of a Park Programming Partnership Agreement with Little Haiti FC, Inc.. a qualified Florida not•for-profit organization and (2) finds that competitive negotiation methods are not practicable or advantageous for the provision of the competitive soccer programming at little Haiti Soccer Park. If these recommendations and findings meet with your approval, please indicate by signing below. This legislation item will be placed on the agenda for the February 25, 2021 City Commission me ing.
