Miami Inc. Programming Agreement be added to the February 25" Commission meeting agenda, to include
the City Manager's finding memo as required for the 4/5ths bid waiver resolution supporting
documentation.

ENCLOSURES.
The Department of Parks and Recreation respectfully requests your approval and action of the Miami City
Commission by a 4/5ths affirmative vote, after an advertised public hearing ratifying, approving, and confirming
the City Manager's recommendation, and finding that competitive negotiation methods are not practicable or
advantageous regarding the agreement For educational and park services described below.
The Department respectfully requests such recommendation, finding, and authorization in arder to proceed with
executing a Parks and Recreation Programming Partnership Agreement with First Serve Miami, Inc. to use the
Tennis Center at Moore Park.
First Serve Miami, Inc. has demonstrated its qualifications and capacity to serve the City through the following:
I. Teaching youth life skills, tennis, literacy, and nutrition, as well as provided training in drug abuse,
gang violence, teamwork, and conflict resolution/crisis de-escalation since 1999.
2. Assisted €iffy plus students in obtaining full or partial tennis scholarsh!ps.
3. Servicing over 35,000 participants through the provision of free programs at four parks and six schools
in Miami- Dade County for children ages five through eighteen.
4. Through its summer, and after school programs serves approximately 100 participants annually at
Moore Park, free of charge.
S. First Serve Miami also provides wrap around services through the provision of educational seminars,
financial awareness workshops, yoga classes, conflict resolution/de-escalation techniques, and job
search preparation, First Serve Miami also uses its community awareness program to take
underserved kids and program participants on field trips locally and state-wide to expose them to the
many sites in Greater Miami.
For the reasons stated above, as required by Section 18-86(A)(3)(c) of the Code of the City of Miami, the
Department of Parks and Recreation (1) recommends the execution of a Park Programming Partnership
Agreement with First Serve Miami, Inc, and (2) finds that competitive negotiation methods are not practicable or
advantageous for the provision of the aforementioned services at the Tennis Center at Moore Park.
If these recommendations and findings meet with your approval, please 'indicate by signing below. This legislation
item will be placed on the agenda for the February 25, 2021 City Commission meeting.
