Purpose of Item:
AUTHORIZING THE COMMISSION ACCEPTING ADDITIONAL GRANT OF
MAINSTREAM VOUCHER PROGRAM, AUTHORIZED BY THE CORONAVIRUS AID,
RELIEF, AND ECONOMIC SECURITY ACT ("CARE") IN THE AMOUNT OF
$606,720.00 FROM THE UNITED STATES DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT ("HUD"); TO PROVIDE PERMANENT AFFORDABLE
HOUSING ASSISTANCE TO 40 NON -ELDERLY PERSON(S) WITH DISABILITIES
AND/OR FORMERLY HOMELESS INDIVIDUALS, FURTHER AUTHORIZING THE
CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL THE NECESSARY
DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, AS MAY BE
NECESSARY FOR SAID PURPOSE.
Background of Item:
On April 9, 2020, pursuant to R-20-0102 the Miami City Commission accepted the
Mainstream Voucher program for the City of Miami ("City") in the total amount of
$432,159.00 from the United States Department of Housing and Urban Development
("HUD).
On December 23, 2020, the City of Miami was awarded an additional grant for a total
amount of $606,720.00 under the Mainstream Voucher program authorized by the
Coronavirus Aid, Relief, and Economic Security Act ("CARE").
The additional grant of Mainstream Voucher program will provide permanent affordable
housing assistance to 40 non -elderly person(s) with disabilities and/or formerly
homeless individuals in the City, impacted by the COVID-19 pandemic.
The City Administration recommends the acceptance of additional grant of Mainstream
Voucher program in the total amount of $606,720.00 from HUD.

A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING AN ADDITIONAL
GRANT OF MAINSTREAM VOUCHER PROGRAM FUNDS, WHICH WERE
AUTHORIZED BY THE CORONAVIRUS AID, RELIEF, AND ECONOMIC SECURITY
ACT ("CARES ACT"), IN THE AMOUNT OF $606,720.00 FROM THE UNITED STATES
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT ("HUD") TO PROVIDE
PERMANENT AFFORDABLE HOUSING ASSISTANCE TO FORTY (40) NON -
ELDERLY PERSONS WITH DISABILITIES AND/OR FORMERLY HOMELESS
INDIVIDUALS; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL IN FORMS
ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, on April 9, 2020, pursuant to Resolution No. R-20-0102 the Miami City
Commission accepted Mainstream Voucher Program ("Program") funds in the total amount of
$432,159.00 from the United States Department of Housing and Urban Development ("HUD");
and
WHEREAS, on December 23, 2020, the City of Miami ("City") was awarded an additional
grant for a total amount of $606,720.00 under the Program authorized by the Coronavirus Aid,
Relief, and Economic Security Act ("CARES Act"); and
WHEREAS, the additional grant of Program funds will provide permanent affordable
housing assistance to forty (40) non -elderly persons with disabilities and/or formerly homeless
individuals in the City who have been impacted by the Novel Coronavirus ("COVID-19")
pandemic; and
WHEREAS, the City's Administration recommends the acceptance of an additional grant
of Program funds in the total amount of $606,720.00 from HUD;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The acceptance of an additional grant of Program funds in the total amount
of $606,720.00 to provide permanent affordable housing assistance to forty (40) non -elderly
persons with disabilities and/or formerly homeless individuals in the City is authorized.'
Section 3. The City Manager is authorized' to negotiate and execute any and all
necessary documents, all in forms acceptable to the City Attorney, for said purpose.
' The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
Section 4. This Resolution shall become effective immediately upon its
adoption and signature of the Mayor.'

2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by the City Commission.
