The evvord of these contracts will establish a pool of pre -qualified firms to provide state lobbying services, on an as needed buaie, in accordance with the needs ofthe Office pfthe City Manager. Once the Pool is mstob|ishnd, as the need arises, the Chv, will select afirm from the Pool for each transaction on the basis of their qualifications for the particular transaction. Establishment of o pre - qualified pool provides the City with an expedited selection of Dnn(s) with the requisite expertise to provide state lobbying services for the City. Background: On September 25, 2020, Procurement issued RFQ 1243393 under full and open competition, to obtain proposals from experienced and qualified firms for the provision of state lobbying services. On April 30, 2020, eleven (11) pnnpomo|e were received in response to the Solicitation; all were deemed to be responsive. The Review Team has completed the review and evaluation of the propoam|e, following the guidelines published inthe FlF(3. The evaluation criteria were given respective weights fora maximum of one hundred U00\ points per Awardee Composite Score 2 Capital City Consulting, 297 4 Ballard Partners, Inc. 296 5 Corcoran and Associates, 296 Partners Government Strategies, LLC 7 Pittman Law Group, P.L. 296 Associates, Inc. 10 Converge Government Affairs of Florida, Inc. 291 The Review Team determined that all eleven M1\ Proposers possessed the necessary qualifications and relevant experience to podbnn state lobbying services on behalf ofthe Ckv, pursuant to Section 2.7nfthe Solicitation and will be offered participation in the Pool. Upon selection into the Pool, the City reserves the right, through the City Manager ordesignee, to assign work on individual projects to any pre -qualified firm, as may be deemed in the City'a sole and heat interest. Proposers will be offered the Pool contract for signature, in accordance with the method of award specified within the Solicitation. Due diligence was conducted, including verifying corporate status. There were no adverse findings related to any of the Proposers' responsibility.
