Subject: Accept RFQ - State Lobbying Services
Purpose of Item:
The nature of this item is to establish a Resolution of the Miami City Commission, with
attachment(s), accepting the proposals received on October 19, 2020, pursuant to RFQ
no. 1243393, from various pre -qualified firms, as listed on attachment A, for the
provision of State Lobbying Services, on an as -needed basis, for the Office of the City
Manager, for an initial period of five (5) years with the option to renew for two (2)
additional two (2) year periods; allocating funds from the various sources of funds of the
user department, subject to the availability of funds and budgetary approval at the time
of need; authorizing the City Manager to execute the Professional Services
Agreement(s) ("PSA"); further authorizing the City Manager to negotiate and execute all
other documents, including any amendments, renewals, and extensions, subject to all
allocations, appropriations, and prior budgetary approvals, and in compliance with all
applicable provisions of the Code of the City of Miami, Florida, as amended ("City
Code"), including the City of Miami's Procurement Ordinance, Anti -Deficiency Act, and
Financial Integrity Principles, all as set forth in Chapter 18 of the City Code, all in a form
acceptable to the City Attorney, and in compliance with all applicable laws, rules, and
regulations, as may be deemed necessary for said purpose.
Background of Item:
On September 20, 2020, the Department of Procurement ("Procurement") issued RFQ
No. 1243393, under full and open competition, to establish a pool of pre -qualified firms
("Pool") to provide State Lobbying Services on an as -needed basis. As required by the
Procurement Code, the RFQ was advertised and issued on line.
On October 19, 2020, eleven (11) proposals were received in response to the RFQ.
On November 20, 2020, the Review Team ("Team") appointed by the City Manager
convened to discuss and evaluate the eleven (11) responsive proposals, following the
guidelines established within the RFQ, and recommended all eleven (11) Proposers for
inclusion within the Pool.
Once the Pool has been established, additional pre -qualified firms may be added or
removed at any time, as the City may deem in its sole and best interest.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING THE PROPOSALS RECEIVED ON OCTOBER 19, 2020 PURSUANT TO
REQUEST FOR QUALIFICATIONS NO. 1243393 FROM VARIOUS PRE -QUALIFIED
FIRMS LISTED IN ATTACHMENT "A," ATTACHED AND INCORPORATED, FOR THE
PROVISION OF STATE LOBBYING SERVICES, ON AN AS -NEEDED BASIS, FOR
THE OFFICE OF THE CITY MANAGER FOR AN INITIAL PERIOD OF FIVE (5) YEARS
WITH THE OPTION TO RENEW FOR TWO (2) ADDITIONAL TWO (2) YEAR
PERIODS ON THE CONDITION THAT ANY ASSIGNMENT OF LOBBYING SERVICES
BE BROUGHT BACK TO THE CITY COMMISSION FOR APPROVAL PRIOR TO THE
SELECTION OF A PREQUALIFIED FIRM; ALLOCATING FUNDS FROM THE
VARIOUS SOURCES OF FUNDS OF THE USER DEPARTMENT, SUBJECT TO THE
AVAILABILITY OF FUNDS AND BUDGETARY APPROVAL AT THE TIME OF NEED;
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE
PROFESSIONAL SERVICES AGREEMENTS, ALL IN FORMS ACCEPTABLE TO THE
CITY ATTORNEY; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE ANY AND ALL OTHER DOCUMENTS, INCLUDING ANY
AMENDMENTS, RENEWALS, AND EXTENSIONS, SUBJECT TO ALL
ALLOCATIONS, APPROPRIATIONS, PRIOR BUDGETARY APPROVALS,
COMPLIANCE WITH ALL APPLICABLE PROVISIONS OF THE CODE OF THE CITY
OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE"), INCLUDING THE CITY OF
MIAMI'S PROCUREMENT ORDINANCE, ANTI -DEFICIENCY ACT, AND FINANCIAL
INTEGRITY PRINCIPLES, ALL AS SET FORTH IN CHAPTER 18 OF THE CITY
CODE, IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, AND IN COMPLIANCE
WITH ALL APPLICABLE LAWS, RULES, AND REGULATIONS, AS MAY BE DEEMED
NECESSARY FOR SAID PURPOSE.
WHEREAS, the City of Miami ("City") has a need for experienced and qualified firms to
provide state lobbying services on its behalf ("Services"); and
WHEREAS, on September 20, 2020, the City's Department of Procurement
("Procurement") issued Request for Qualifications ("RFQ") No. 1243393 to establish a pool of pre -
qualified firms ("Pool") to provide said services; and
WHEREAS, on October 19, 2020, eleven (11) proposals were received in response to
the RFQ; and
WHEREAS, on November 20, 2020, the Review Team ("Team") appointed by the City
Manager convened to discuss and evaluate the eleven (11) responsive proposals following the
guidelines established within the RFQ and recommended all eleven (11) proposers for inclusion
within the Pool; and
WHEREAS, on December 1, 2020, the City Manager concurred with the
recommendation of the Team; and
WHEREAS, upon the establishment of the Pool, firms may be added or removed from
the Pool at any time as the City may deem in its sole and best interest; and
WHEREAS, prior to the assignment of any lobbying services, the City
Commission will advise and provide guidance on the pre -qualified firms that will be used
for particular legislative sessions, fields, or expertise;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The proposals received October 19, 2020 pursuant to RFQ No. 1243393
from various pre -qualified firms for the provision of the Services, on an as -needed basis, for the
Office of the City Manager for an initial period of five (5) years with an option to renew for two (2)
additional two (2) year periods on the condition that any assignment of lobbying services be
brought back to the City Commission for approval prior to the selection of a prequalified firm are
accepted.
Section 3. Funds are allocated from the various sources of funds of the user
department, subject to the availability of funds and budgetary approval at the time of need.
Section 4. The City Manager is authorized' to negotiate and execute Professional
Services Agreements, all in forms acceptable to the City Attorney.
Section 5. The City Manager is further authorized' to negotiate and execute any and all
other documents, including any amendments, renewals, and extensions, subject to all allocations,
appropriations, prior budgetary approvals, compliance with all applicable provisions of the Code of
the City of Miami, Florida, as amended ("City Code"), including the City's Procurement Ordinance,
Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City
Code, in forms acceptable to the City Attorney, and in compliance with all applicable laws, rules,
and regulations, as may be deemed necessary for said purpose.
Section 6. This Resolution shall become effective immediately upon its adoption.
