Subject: Authorize - Donation of Surplus 2016 Ford Interceptor
Purpose of Item:
It is respectfully recommended that the Miami City Commission adopt the attached
Resolution, pursuant to Section 18.82 (a) of the Code of the City of Miami, as amended,
classifying the White 2016 Ford Interceptor, Police Vehicle #216506 from the
Department of Police as Category "A" surplus stock; authorizing the donation of said
surplus stock (a vehicle that was burnt and completely destroyed during the George
Floyd Civil Unrest that place in May of 2020) to HistoryMiami Museum.
Background of Item:
Said vehicle has been declared as Category "A" surplus stock, by the City's Chief
Procurement Officer. This vehicle was unlawfully destroyed by fire and has zero net
value. The HistoryMiami Museum will place this vehicle on display, for public view, as a
reminder of the events that took place in the City of Miami during the George Floyd
protests beginning in May 2020.

A RESOLUTION OF THE MIAMI CITY COMMISSION PURSUANT TO SECTION 18-
82(A) OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED,
CLASSIFYING ONE (1) WHITE 2016 FORD INTERCEPTOR, POLICE VEHICLE
MARKING NO. 216506, BEARING VEHICLE IDENTIFICATION NUMBER
1 FAHP2L83GG150610, AS CATEGORY "A" SURPLUS STOCK; AUTHORIZING THE
DONATION OF SAID CATEGORY "A" SURPLUS STOCK TO THE HISTORY MIAMI
MUSEUM FOR EXHIBITION; FURTHER AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE ANY AND ALL AGREEMENTS NECESSARY, ALL IN
FORMS ACCEPTABLE TO THE CITY ATTORNEY, TO EFFECTUATE SAID
DONATION.
WHEREAS, the City of Miami ("City") is the owner of one (1) white 2016 Ford
Interceptor, Police Vehicle No. 216506, bearing Vehicle Identification Number
1 FAHP21_83GG150610 ("Vehicle") formerly utilized by the Miami Police Department ("MPD");
and
WHEREAS, the Vehicle was unlawfully and completely destroyed by fire during the
demonstrations that commenced in the days following the death of George Floyd on May 26,
2020; and
WHEREAS, the City's Chief Procurement Officer has declared the Vehicle as Category
"A" surplus stock; and
WHEREAS, pursuant to Section 18-82(a) of the Code of the City of Miami, Florida, as
amended ("City Code"), Category "A" surplus stock shall be available for disposition as the
City's contribution or the City's commitment in support of a particular public purpose, which may
include those community, civic, or social service programs as may be authorized by the City
Commission; and
WHEREAS, the HistoryMiami Museum, a Smithsonian Affiliate located in the City's
downtown, safeguards and shares stories of the City to foster learning, inspire a sense of place,
and cultivate an engaged community; and
WHEREAS, through exhibitions, education, research, and collections, the HistoryMiami
Museum works to help City residents and visitors understand the importance of the City's past
in shaping its future; and
WHEREAS, the HistoryMiami Museum is qualified to receive surplus stock and will place
the Vehicle on display for an exhibition intended to serve as a reminder of the events that
occurred in the City and throughout the United States during the George Floyd protests; and
WHEREAS, the City Commission finds it in the best interest of the City to donate the
Vehicle to the HistoryMiami Museum for the Vehicle's continued useful service to the
community;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. Pursuant to Section 18-82(a) of the City Code, the Vehicle is classified as
Category "A" surplus stock.
Section 3. The City Manager is authorized' to donate the Vehicle to the HistoryMiami
Museum for exhibition.
Section 4. The City Manager is further authorized to negotiate and execute any and all
agreements necessary, all in forms acceptable to the City Attorney, to effectuate said donation.
Section 5. This Resolution shall become effective immediately upon its adoption.
