A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO IMMEDIATELY PLACE TEMPORARY BARRIERS TO RESTRICT CUT -
THROUGH VEHICULAR TRAFFIC AT SOUTHWEST 23RD STREET AT ITS
INTERSECTIONS WITH SOUTHWEST 14TH AVENUE, SOUTHWEST 16TH
AVENUE, SOUTHWEST 16TH COURT, AND SOUTHWEST 17TH AVENUE.
WHEREAS, the Silver Bluff area has historically experienced increasing cut -through
traffic, particularly near Southwest 17th Avenue in the areas closest to both South Dixie
Highway ("US-1") and Coral Way (Southwest 22nd Street); and
WHEREAS, this negative condition was exacerbated when Miami -Dade County and the
State of Florida located a traffic light at the intersection of US-1 and Southwest 16th Avenue
upon the closure of Alatka Street at the same intersection; and
WHEREAS, this cut -through traffic causes noise, gridlock, and increased accidents
negatively affecting life and property in addition to general misery for the residents of the area;
and
WHEREAS, the City Commission wishes to immediately place temporary barriers to
restrict vehicular cut -through traffic to address this long-standing problem; and
WHEREAS, the areas selected for placement will not have a negative effect on access
to the businesses located on the adjacent Southwest 17th Avenue and Coral Way corridors; and
WHEREAS, pursuant to Section 2-33(f) of the Code of the City of Miami, Florida, as
amended ("City Code"), the City Commission, by a majority vote, deems this Resolution to be of
an emergency nature in order to immediately protect the public health, welfare, and safety of the
City's residents;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is directed to immediately place temporary barriers to
restrict cut -through vehicular traffic at Southwest 23rd Street at its intersections with Southwest
14th Avenue, Southwest 16th Avenue, Southwest 16th Court, and Southwest 17th Avenue.
Section 3. This Resolution shall become effective immediately upon its adoption.
