Market Research was conducted to determine whether PVP Communications, Inc. ("PVP"), a Non -Local
vendor, located at 2310 205th Street, Torrance, CA 90501, is the sole source provider for PVP
Communications Wireless Motorcycle Helmet Communication Kits and Related Equipment ("Kits").
The Police Department ("Police") is seeking to purchase the Kits that to equip its Motorcycle Officers to
continue to safely protect and serve the residents of the City. The Kits are compatible with Police's new
radio system from Harris Corporation.
Some features unique to the Kits include:
• This is the only products on the market that allows for motor officers to wirelessly communicate
through the police radio and PA while both hands remain on the handlebars;
• The only products on the market that offers wireless connection, Bluetooth connectivity, and
pairing with the "truck -mounted" radio in the motorcycle; and
• The Kits provide a "tether -free" connection to an officer's belt -mounted portable radio even if the
officer becomes separated from his motorcycle.
The wireless features mentioned above are technologies protected by US Patent Nos. 5,790,947; 7,062,301;
and 7,203,525. These patents are registered to Michael Dieringer, the founder and President of PVP, which
is also the sole designer, manufacturer, and supplier of the Kits requested by Police. In addition, it was
learned that other police departments throughout the United States and the State of Florida have purchased
these kits as a sole source from PVP.
Accordingly, pursuant to Section 18-92 (a) (1) of the Code of the City of Miami, it is recommended that
the requirements for competitive bidding be waived, and the above mentioned findings be approved; PVP
is the sole source provider of the System, and approving the purchase of the Kits from PVP for Police, in
the amount of forty-nine thousand nine hundred seventy-five dollars ($49,975.00): allocating funds from
the various sources of funds of Police, is in the City's best interest.
