Subject: Establish Special Revenue - State Homeland Security Grant
Purpose of Item:
Adopt a Resolution to establish a Special Revenue Project titled: "State Homeland
Security Grant Program ("SHSGP") Sub -Recipient Agreement for Expenditure of Local
Government Unit Funding for the FL USAR Task Forces for Fiscal Year 2020" and
appropriating funds in an amount not to exceed $100,000.00, consisting of a grant
received from the State of Florida, Department of Financial Services.
Background of Item:
Florida Urban Search and Rescue Task Force 2 for the continued operation of the City's
USAR Program. Said grant award for Fiscal Year 2020 is in the amount of
$100,000.00, commencing upon the execution of this Agreement through March 31st,
2022. It is now appropriate to accept said grant award, establish a Special Revenue
Project and appropriate the $100,000.00 grant award therein for said fiscal year.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "STATE HOMELAND
SECURITY GRANT PROGRAM SUB -RECIPIENT AGREEMENT FOR EXPENDITURE
OF LOCAL GOVERNMENT UNIT FUNDING FOR FLORIDA URBAN SEARCH AND
RESCUE ('USAR') TASK FORCES FOR FISCAL YEAR 2020"; APPROPRIATING
FUNDS IN THE AMOUNT OF ONE HUNDRED THOUSAND DOLLARS ($100,000.00)
CONSISTING OF A GRANT FROM THE STATE OF FLORIDA'S DEPARTMENT OF
FINANCIAL SERVICES TO BE USED BY THE DEPARTMENT OF FIRE -RESCUE
FOR THE PURPOSES OF TRAINING AND EXERCISE RELATED EXPENDITURES
TO SUPPORT THE SUSTAINMENT OF TEAM CAPABILITIES; AUTHORIZING THE
CITY MANAGER TO ACCEPT THE FUNDS AND EXECUTE THE AGREEMENT, IN
SUBSTANTIALLY THE ATTACHED FORM, IN ORDER TO IMPLEMENT THE
ACCEPTANCE, ADMINISTRATION, AND COMPLIANCE WITH SAID GRANT
AWARD.
WHEREAS, the City of Miami ("City") has been awarded a grant titled the State
Homeland Security Grant Program Sub -Recipient Agreement for Expenditure of Local
Government Unit Funding for Florida Urban Search and Rescue ("USAR") Task Forces for
Fiscal Year 2020 ("Grant") in the amount of one hundred thousand dollars ($100,000.00) from
the State of Florida's Department of Financial Services ("DFS"); and
WHEREAS, pursuant to the Grant's stipulations, the funds will be used by the
Department of Fire -Rescue for the purposes of training and exercise related expenditures to
support the sustainment of Florida Task Force 2 Team's capabilities ("Program"); and
WHEREAS, there are no matching City funds required; and
WHEREAS, it is appropriate for the City Commission to accept the Grant and to
establish a special revenue project for the appropriation of the Grant for the Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OFOF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:

Sub -Recipient Agreement for Expenditure of Local
Government Unit Funding for FL USAR Task Forces
For Fiscal Year 2020
RESOURCES: DFS $100,000.00
APPROPRIATIONS:
$100,000.00
Section 3. The City Manager is authorized' to accept the Grant and to execute the
Agreement, in substantially the attached form, for the Program.
Section 4. The City Manager is further authorized' to negotiate and execute any and all
other necessary documents, all in forms acceptable to the City Attorney, in order to implement
the acceptance, administration, and compliance with the Grant.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
Z If the mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from
the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
