to receive subgrant funding for the 2021 Federal fiscal year, which begins October 1, 2020. The following concept paper has been
accepted and included in the FDOT FY2021 Highway Safety Plan (HSP) with the following project number, title, and funding

FDOT- Motorcycle Safety APPLICATION
Statement of the Problem: (Provide details about the traffic safety problem that you want to

In the U.S., motorcycles account for three percent of all vehicles, yet Motorcyclists
account for nearly 14 percent of all traffic homicide deaths. According to the National
Highway Traffic Safety Administration (NHSTA), motorcyclist fatalities occurred nearly
29 times more frequently than passenger car occupant fatalities in traffic crashes per,
vehicle mile traveled (2015); and motorcyclists were nearly 5 times more likely to be
seriously injured. Thirty-three percent (33%) of all motorcycle riders involved in fatal
crashes were caused by speeding, compared to 19 percent for passenger car drivers,
15 percent for light -truck drivers, and '7 percent for large truck drivers (1). Per the latest
statistics from the NHSTA report, Florida has the highest number of fatalities for
motorcycle crashes in the entire nation (2).
Miami is the second-largest city in the State of Florida and the largest municipality in
Miami -Dade County. Miami's reputation as a major urban center, and a leader in
finance, commerce, culture, media, entertainment, the arts, and international trade has
resulted in booming growth. Since 2012 in Downtown Miami alone, 5,180 new condo
units have been delivered with an additional 5,078 units currently under construction (3).
As a result, the City attracts a growing number of new residents, visitors, and a
significant commuting workforce.
With the increasing demands of a growing population of 463,347 residents, the, City of
Miami lies within the top 25% of cities in the FDOT- FY2020 Highway Safety Matrix —
Ranking of Florida Cities. In particular, it is #3 in "Motorcyclists" related serious injuries
and fatalities. Therefore, the City of Miami Police Department will use, FDOT funding to
address the emphasis areas of "Motorcycle Safety" in the Strategic Highway Safety
Plan (SHSP). To, ensure the public safety of all who live, work and play in Miami, MPD
will employ its experienced team of traffic officers in an overtime patrol project, to
decrease hazardous motorcycle -related incidents.

Analysis of data collected from 2016 to 2018 shows that the City of Miami has an
unusually high rate of traffic incidents involving motorcyclists. In the past three years,
motorcycle -related crashes in Miami have averaged 265 per year. The data below
supports MPD's need to implement the FY 2020 "Motorcycle Safety Initiative Overtime
Patrol Project."

The National Highway Traffic Safety Administration (NHTSA) identifies "Motorcycle
Safety" as one of its 11 focus areas in the FY 2020 Florida Highway Strategic Plan
(FHSP). Therefore, the City of Miami Police Department (MPD) proposes to use FDOT
funding to provide additional police services for a FY 2020 "Motorcycle Safety Initiative
Overtime Patrol Project" to decrease hazardous driving incidents involving motorcyclists,
as well as, increase pedestrian safety. This project is an essential towards enhancing the
safety and protection of Miami's residents and visitors. Utilizing Strategy 2 under "Law
Enforcement and Emergency Services, Section 3.8" from FHSP's Florida Motorcycle
Safety Strategic Plan, MPD will conduct high -visibility enforcement in areas with high
incidents of motorcycle crashes, injuries, and fatalities (4). Additionally, community
outreach and education components will be executed in support of this project.,
The City of Miami Police Department (MPD) will identify specific corridors which have a
high number of driving violations and crashes involving drivers of motorcyclists. These
high complaint areas will be identified using data from incoming calls to the police call
center, crash reports, speeding ticket reports, and City of Miami statistical data. MPD will
work diligently to decrease motorcycle -related traffic crashes, that may lead to fatalities
and injuries; thus, enhancing its enforcement efforts and deterrence capability.
The execution of this grant will be along the lines of a Road Safety Patrol (RSP),
throughout the City of Miami. MPD will conduct RSPB in an average of 1-3 operations
per week, with each operation lasting no more than 4 hours, during peak times. The RSP
will consist of 3 - 4 officers per area of detail. Depending on the results of the operations,
RSP may be broken up into groups of 2 officers per operation. This will be decided based
on weekly assessments of the operations.
Motorcyclists caught violating driving and safety laws during the Road Safety Patrols will
be issued a warning for first time offenses. Repeat offenders, however, will receive a
summons and/or any other penalty as required by law. Driving violations are often a
matter of the public not knowing what driving laws require of them. Therefore, to better
educate the public, with every warning and/or summons handed out, the motorists will
also receive an educational pamphlet, outlining the responsibilities of motorcyclists.
Pedestrians encountered during these operations, will receive helpful hints on pedestrian
safety, as they also run the danger of being unwitting victims in crashes,

Before and after operations, briefings will be conducted to ensure all personnel are made
aware and fully understand the policies and procedures, goals, duties, and objectives of
the operation. Officers will be on high alert and will show a "Zero Tolerance," in order to
apprehend any driver who violates Florida's traffic laws. In our enforcement operations,
we will utilize officers who are trained in radar/laser operation as well as Traffic, Safety.
MPD will also implement an Education and Outreach component to increase the public's
awareness of Motorcycle Safety. Officers will be selected to make up to two presentations
per month. MPD will work with community outreach centers such as the Boys and Girls
Club, youth camps, local schools, and City of Miami Neighborhood Enhancement Team
(NET) offices. Middle schools and high schools will also be locations of focus for this
public awareness campaign, as Motorcycle Safety affects both riders and pedestrians of
all ages. Educational pamphlets will be distributed and MPD's social media networks will
also be used to promote this campaign and safety information.
The proposed total project cost for the implementation of the FY 2020 "Motorcycle Safety
Initiative Overtime Patrol Project" is $80,0010. FDOT funds will be allocated toward
"Personnel Services" which will cover overtime salaries and benefits for essential
personnel working Road Safety Patrols. MPD will employ no more than one Lieutenant
or one (1) Sergeant as Supervisors, with a minimum of (3) officers to operate the RSP
details. The project will be under the supervision ion of a Unit Commander who will not
participate in the RFPs, but will assure grant -funded activities are being implemented.
MPD will partner with and assist other local agencies, -and the Miami -Dade County State
Attorney's Office, to ensure MPD personnel are performing duties in compliance with
state guidelines.

MPD is committed to making Miami's streets safe by reducing the number of
motorcycle -related accidents; and educating our residents on proper motrocycle and
pedestrian, safety laws and guidelines. To support the sustainablity of the FY 2020
"Motorcycle Safety Initiative Overtime Patrol Project" after the grant funding is
expended, the City of Miami's Office of Grants Administration will search and submit for
additional grant opportunities to ensure the project remains funded. MPD will also
leverage relationships in the community and reach out to organizations, companies and
agencies, for public/private partnerships,

The "Process Evaluation" method is most suitable for evaluating the effectiveness of the
Road Safety Patrols. This method lends itself to assessing the completion of steps
taken to achieve desired program outcomes and tracking process measures. Examples
of process measures may included, the number of operations completed and/or
evaluating the number of attendees at outreach events.
The "Outcome Evaluation" method will be used to evaluate reduction in motorcycle_
related traffic incidents. This will provide a quantifiable framework by which we can
measure the bottom -line of the results of this program, as it considers program goals to
determine if desired changes have been attained as a result of the intervention.
To ensure a comprehensive evaluation of the success of FY 2020 "Motorcycle Safety
Initiative Overtime Patrol Project," the City of Miami Police Department will measure the
following metrics:
• Number of motorcyclists stopped
• Number of summons given out
• Number of RSP operations completed
• Decrease/Increase of motorcycle -related traffic incidents
• Pedestrian contact during Road Safety Patrols
• Number of residents outreached to at community events
• Number of residents reached via social media
