HomeMy WebLinkAboutR-21-0005City of Miami f Legislation Resolution: R-21-0005 File Number: 8230 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 1/14/2021 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "FY 2021 MOTORCYCLE SAFETY INITIATIVE OVERTIME PATROL PROJECT"; APPROPRIATING FUNDS CONSISTING OF A GRANT AWARD FROM THE FLORIDA DEPARTMENT OF TRANSPORTATION ("FDOT") FOR THE MIAMI POLICE DEPARTMENT IN THE AMOUNT OF $80,000.00, WITH NO MATCHING FUNDS REQUIRED, TO PROVIDE FUNDING FOR HIGHWAY SAFETY ("GRANT"); AUTHORIZING THE CITY MANAGER TO EXECUTE THE GRANT AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH FDOT; FURTHER AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF OF POLICE OR ANY OTHER DESIGNEE TO EXECUTE THE NECESSARY DOCUMENTS FOR THE ACCEPTANCE OF REIMBURSEMENT FUNDS AND COMPLIANCE WITH ADMINISTRATION OF THE GRANT. WHEREAS, the City of Miami ("City") submitted a grant application to the Florida Department of Transportation (TDOT") and requested $80,000.00 to fund highway safety initiatives ("Grant"); and WHEREAS, the City received notification that the Grant application was approved for personnel services; and WHEREAS, funds from the Grant will be used to continue the Miami Police Department's ("MPD") efforst to decrease hazardous driving incidents involving motorcyclists, establish a campaign to bring awareness to pedestrian safety and lawful operation of motorcycles, and to enhance enforcement efforts and deterrence capabilities to reduce motorcycle related crashes and fatalities in the City ("Project"); and WHEREAS, the implementation of this Project's cost will be allocated towards personnel services which will cover overtime salaries and benefits to include those provided pursuant to the Federal Insurance Contributions Act and Fair Labor Standards Act; and and WHEREAS, the covering period for the Grant is October 1, 2020 to September 30, 2021; WHEREAS, there are no matching funds for the Grant; and WHEREAS, the City Manager is requesting authorization to accept the Grant and to establish a new Special Revenue Project for the appropriation of the Grant; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: City of Miami Page 1 of 2 File ID: 8230 (Revision: 8) Printed On: 112712021 File ID: 8230 Enactment Number: R-21-0005 Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The following new Special Revenue Project is established and resources are appropriated as described below: FUND TITLE: FY 2021 Motorcycle Safety Initiative Overtime Patrol Project RESOURCES: FDOT $80,000.00 APPROPRIATIONS: Motorcycle Safety $80,000.00 Section 3. The City Manager is authorized' to execute the grant agreement with FDOT, in substantially the attached form, for the purposes stated therein. Section 4. The City Manager is further authorized' to designate the Chief of Police or any other designee to execute any and all other necessary documents to implement the acceptance and administration of the Grant. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: 1 i ria i "ndez, City Nttor ey 1212212020 ' The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City of Miami Commission.
