My father was a Clearwater Police Officer for nearly 20 years until the day
he died. [want to help uphold the values he instilled in me about fairness
and community.

white man, was sent to Clearwater's lowest income area, Greenwood. I
watched him engage with the black community in order to make that area
safer for everyone. It was truly wonderful to see. I know there are police
officers like my father in every police department. I want them to shine an(
those who disrespect the badge to be held accountable for their actions.
In my legal career, I have represented a few individuals who have been
victims of police brutality. I have learned a lot about police procedures and
the needs for bodies like the CIP to hold officers accoutable.
I will bring a lot of intellect and passion to the CIP.

1 wish to serve on the CIP because people of color need a voice on the CIP
that can relate to them in terms of background and upbrining. I have lived i
some of the same neighborhoods and dealt with the some circumstances
that serve as the basis for most complaints that I have seen. My upbrining
and experience fueled me to obtain a law degree, and become admitted in
the State of Florida, where I have tried many criminal justice and civil rights
cases. I believe that because of the path I have chosen, and the vantage
pant from which 1 have seen injustices take place, I am uniquely suited to
make an immediate contribution as a member.
What aspect of life and/or work experience has I have been licensed to practice law for the past 8 years. During that time I
prepared you for membership on the CIP? have repreSentated defendants in criminal justice cases, and pursued case:
for malicious prosecution and section 1983 claims for plaintiffs who have
been wronged by law enforcement. In the past I have assisted plaintiffs in
submitting claims to the CIP, and am familiar with the process. Most
importantly, I have other businesses that generate revenue for me, which
frees me up to focus primarily on my membeship position. Unlike other
members, who have time constraints of a day to day job, I work for myself.

NOTABLE CASES AND KEY ACCOMPLISHMENTS
Successfully obtained a favorable outcome by defending a large medical healthcare facility wherein minority
shareholders filed a 13-count complaint in the complex litigation division of circuit court, sought to place the
facility in receivership, and pursued millions of dollars in alleged damages. (2017-2019)
Successfully preserved issues for oral argument in federal court by drafting and filing briefs in the United States
Court of Appeals for the Fifth Circuit on behalf of two BP Oil Spill Claimants who were denied just compensation
for hundreds of thousands of dollars in economic damages. The merits of the arguments of one of the Appeals
prompted the Court to grant oral argument based on the issues that were preserved and raised. (2016-2017)

Congratulations on your recent election. The Civilian Investigative Panel met on November 19, 2019 to
nominate a candidate for membership. As you know, Article II, Section 11.5-28 of the City Code requires
the CIP Nominating Committee to screen applications, interview potential candidates and submit such
candidates to the City Commission to fill vacancies. The ordinance requires that the City Commission
appoint, by majority vote, "exclusively from the nominations submitted to it by the Civilian Investigative
Panel."
Recently, Mr. Douglas Mayer, our previous District 1 representative, resigned because he moved out of
the city. Thus, the Panel recruited the application of Mr. Gabriel Paez. I enclose his resume for your

A RESOLUTION OF THE CITY OF MIAMI CIVILIAN INVESTIGATIVE PANEL ("CIP") REQUESTING THAT THE
CITY OF MIAMI COMMISSION APPROVE THE NOMINATION OF GABRIEL J. PAEZ, A REPRESENTATIVE
OF DISTRICT 1.
WHEREAS: City Code Article II, Section 11.5.28 requires that the City Commissioners approve the
appointment of members from nominees selected and nominated by the CIP.
WHEREAS: The CIP nominating committee solicited and screened applications for vacancies in
accordance with the requirements of the ordinance governing the nomination of candidates.
WHEREAS: The CIP has a vacancy from District 1.
WHEREAS: The CIP Nominating Committee met on October 24, 2019 to interview Mr. Paez.
WHEREAS: The CIP Nominating Committee interviewed Mr. Paez on October 24, 2019 and voted to
recommend his nomination on the same date.
NOW, THEREFORE BE IT RESOLVED BY THE CIVILIAN INVESTIATIVE PANEL OF THE CITY OF MIAMI:
That Mr. Gabriel J. Paez be submitted to the City Commission for his appointment to the CIP.
The CIP further requests that the nomination of Mr. Paez be placed on the City Commission Agenda
pursuant to Article II, section 2-33 of the City of Miami Code.
