The Department of Parks and Recreation respectfully requests your approval and action of the
Miami City Commission by a 4/5ths affirmative vote, after an advertised public hearing, ratifying,
approving and confirming the City Manager's recommendation, and finding that competitive
negotiation methods are not practicable or advantageous regarding the agreement for the provision
of tennis coaching with life skills, nutrition, fitness, and health education, mentoring, college
advisement and scholarships as described below. With over forty years of experience working with
inner- city youth through the IMG Academy and the Ashe Bollettieri Inner City Program make it not
practicable or advantageous for the City to seek other vendors to provide the same service that Nick
Bollettieri has been successfully provided to over eighty thousand youth.
The Department respectfully requests such recommendation, finding, and authorization in order to
proceed with executing an Agreement, with the Bollettieri Tennis and Learning, Inc., a Florida not -
for -profit, for the provision of tennis coaching with life skills, nutrition, fitness, and health
education, mentoring, college advisement, and scholarships at Charles Hadley and Shenandoah
Parks.
The Bollettieri Tennis and Learning, Inc. has demonstrated its qualifications and capacity to serve
the City of Miami through the following:
1. Launching the Bollettieri Tennis and Learning program for disadvantaged and under
resourced inner-city youth by providing free tennis, academic and life skills programs in
Palmetto, Bradenton, and Sarasota.
2. Providing tennis instruction and wrap around services to nine hundred
students living below poverty line since the inception of the program in 2018.
3. Achieving a ninety- eight percent attendance average, with one hundred
percent of the students achieving at least an eight percent improvement and a
combined 4.95 percent increase in Grade point average.
For the reasons stated above, as required by Section 18-86(a)(3)(c) of the Code of the City of Miami,
the Department of Parks and Recreation (1) recommends that an agreement for the 2021-2022
contract term will be awarded to the Bollettieri Tennis and Learning Inc., which is qualified and has
been providing said services described above for many years, and (2) finds that competitive
negotiated methods are not practicable or advantageous for obtaining a provider of said tennis
coaching with life skills, nutrition, fitness, and health education, mentoring, college advisement
and scholarships services in Hadley and Shenandoah Park.

legislation item will be placed on the January 14t", 2021 City Commission Meeting Agenda.
