("SFM"), Coco Tree Services, Inc. ("Coco Tree"), and CNC Management Group, Inc. ("CNC") for the provision of citywide grounds maintenance services, on an as -needed basis, for an initial contract term of three (3) years, with the option to renew for two (2) additional one (1) year periods, allocating funds from the general fund and other funding sources, subject to the availability of funds and budget approval at the time of need; authorizing the City Manager to negotiate and execute all other documents, including any amendments, renewals, and extensions, subject to allocations, appropriations and prior budgetary approvals, and in compliance with all applicable provisions of the Code of the City of Miami, Florida, as amended, ("City Code"), including, the City of Miami's Procurement Ordinance, Anti - Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City Code, in a form acceptable to the City Attorney, and in compliance with all applicable laws, rules, and regulations, as may be deemed necessary for said purpose. Background of Item: On September 8, 2020, the Department of Procurement ("Procurement"), issued IFB No. 1244389, Grounds Maintenance Services, on an as -needed basis, under full and open competition to obtain the services of experienced and qualified Bidders for the purpose of providing citywide grounds maintenance services. On October 5, 2020, at bid closing, ten (10) bids were received. Five (5) vendors were deemed non -responsive. Procurement is recommending award to SFM for Group 1, Coco Tree for Group 2, and CNC for Group 3, which met all requirements, per the bid specifications, and are the lowest responsive and responsible Bidders for each specified group. The estimated contract amount is approximately $54,886.20 annually for Group 1, $66,795.00 annually for Group 2, and $21,200.00 annually for Group 3 (approximately $274,431.00 for Group 1, $333,975.00 for Group 2, and $106,000.00 for Group 3 for all five (5) years. WHEREAS, the City of Miami ("City") has a continued need for Citywide grounds maintenance services on an as needed basis ("Services"); and WHEREAS, on September 8, 2020, the City's Department of Procurement ("Procurement") issued Invitation for Bid ("IFB") No. 1244389, advertised and issued on-line pursuant to the Code of the City of Miami, Florida, as amended ("City Code"), for the Services for an initial term of three (3) years with the option to renew for two (2) additional one (1) year periods; and WHEREAS, on October 5, 2020, IFB No. 1244389 closed with the receipt of ten (10) responses of which the three (3) lowest responsive and responsible bids were from SFM Services, Inc., a Florida profit corporation ("SFM"), Coco Tree Service Corp., a Florida profit corporation ("Coco Tree"), and CNC Management Group, Inc., a Florida profit corporation ("CNC"); NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The bids received October 5, 2020 pursuant to IFB No. 1244389 from the three (3) lowest responsive and responsible bidders, SFM, Coco Tree, and CNC, for the Services for an initial term of three (3) years with the option to renew for two (2) additional one (1) year periods are accepted. Section 3. Funds are allocated from the general fund and such other legally available funding sources, subject to the availability of funds and budgetary approval at the time of need. Section 4. The City Manager is authorized' to negotiate and execute any and all documents necessary, including any amendments, renewals, and extensions, subject to all allocations, appropriations, prior budgetary approvals, compliance with all applicable provisions of the City Code, including the City's Procurement Ordinance, Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City Code, in forms acceptable to the City Attorney, and in compliance with all applicable laws, rules, and regulations, as may be deemed necessary for said purpose. Section 5. This Resolution shall become effective immediately upon its adoption.
