HomeMy WebLinkAboutR-20-0405City of Miami 1 i.RR .I Legislation alldl 1l+ Resolution: R-20-0405 File Number: 8111 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 12/10/2020 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ACCEPTING GRANT FUNDS FROM THE MIAMI—DADE COUNTY ("COUNTY") BUILDING BETTER COMMUNITIES GENERAL OBLIGATION BONDS IN AN AMOUNT NOT TO EXCEED $3,000,000.00 ("GRANT") FOR THE RENOVATE MIAMI MARINE STADIUM RECONSTRUCTION PROJECT, OFFICE OF CAPITAL IMPROVEMENTS PROJECT NO. 40-1330688 AND MIAMI—DADE COUNTY PROJECT NUMBER 293-76635 ("PROJECT"); FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, AN INTERLOCAL AGREEMENT WITH THE COUNTY FOR THE GRANT FOR THE PROJECT ("AGREEMENT"); FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR THE ACCEPTANCE, IMPLEMENTATION OF, AND COMPLIANCE WITH THE AGREEMENT. WHEREAS, on July 20, 2004, the Miami -Dade County ("County") Board of County Commissioners enacted Resolution Nos. R-912-04, R-913-04, R-914-04, R-915-04, R-916-04, R- 917-04, R-918-04, and R-919-04 authorizing the issuance of $2.926 billion in general obligation bonds for capital projects for the Building Better Communities GOB Program, which were approved by a majority of voters on November 2, 2004 ("BBC GOB Program"); and WHEREAS, the aforementioned Resolutions included specific Countywide projects, neighborhood projects for the Unincorporated Municipal Service Area and municipalities, and associated allocations for activities such as, but not limited to, development, improvement, rehabilitation, restoration, or acquisition of real property; and WHEREAS, the City of Miami ("City") received an award for a grant from the BBC GOB Program for the "Renovate Miami Marine Stadium Project", Office of Capital Improvements ("OCI") Project No. 40-1330688 and County Project Number 293-76635 in an amount not to exceed $3,000,000.00 ("Grant"); and WHEREAS, the City is undertaking the completion of construction activities for the historic restoration and renovation of the Miami Marine Stadium ("Stadium") including, but not limited to, structural restoration of the Stadium with materials, features, and character as the Stadium appeared in its original likeness during the 1960s ("Project"); and WHEREAS, the Project also includes new systems, i.e. electrical, mechanical, lighting, sound, plumbing, new seating, and removal of asbestos material as necessary, which was specifically approved as part of the BBC GOB Program and has been approved for funding in Fiscal Year 2020-2021, provided funds are available, and as described more specifically in Exhibit "1," attached and incorporated; and City of Miami Page 1 of 2 File ID: 8111 (Revision:) Printed On: 1213012020 File ID: 8111 Enactment Number: R-20-0405 WHEREAS, the Project is estimated to cost $43,963,566.00 ("Total Project Cost") and will be funded from the sources listed in Exhibit "1," attached and incorporated; and WHEREAS, this Resolution requests authorization to accept the Grant from the BBC GOB Program and seeks authorization for the City Manager to negotiate and execute, in a form acceptable to the City Attorney, an Interlocal Agreement ("Agreement") with the County for the Grant for the Project; and WHEREAS, the Grant is to be allocated and appropriated by a separate City Commission Resolution for the City's OCI Program; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The City Manager is authorized' to accept the Grant from the County's BBC GOB Program for the Project. Section 3. The City Manager is authorized' to negotiate and execute, in a form acceptable for the City Attorney, the Agreement with the County for the Grant for the Project. Section 4. The City Manager is further authorized' to negotiate and execute any and all other necessary documents, all in forms acceptable to the City Attorney, for the acceptance, implementation of, and compliance with the Agreement. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: 1 i � 4aindez, City Attor ley 12/1/2020 ' The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
