A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE THE EDWARD BYRNE
MEMORIAL JUSTICE ASSISTANCE GRANT ("JAG") PROGRAM SUBAWARD
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, BETWEEN THE
CITY OF MIAMI ("CITY') AND THE FLORIDA DEPARTMENT OF LAW
ENFORCEMENT TO ACCEPT FUNDS IN THE AMOUNT OF $39,799.00 WITH
NO CITY MATCHING FUNDS REQUIRED TO FUND THE "REDUCING
VIOLENT CRIME PROJECT" THROUGH THE MIAMI POLICE DEPARTMENT;
FURTHER AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF
OF POLICE TO EXECUTE ANY AND ALL OTHER NECESSARY
DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, TO
IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION OF SAID FUNDS
AND COMPLIANCE WITH REQUIREMENTS OF THE SUBAWARD
AGREEMENT.
WHEREAS, the Edward Byrne Memorial Justice Assistance Grant ("JAG') Program
provided a grant award to the Florida Department of Law Enforcement ("FDLE") to fund the
"Reducing Violent Crime Project" ("Project") throughout Miami -Dade County; and
WHEREAS, the City of Miami ("City") submitted an application to FDLE and was
awarded cost -reimbursement funds for the Project to provide for a coordinated approach to
crime fighting through active resident involvement; and
WHEREAS, the Community Relations Section of the Miami Police Department ("MPD")
will utilize the funding for overtime pay, equipment, and supplies necessary to revitalize the
Citizens on Patrol ("COP") program; and
WHEREAS, a recruitment drive will be conducted to determine qualified candidates for
the training while adhering to all applicable safety guidelines and protocols relating to the Novel
Coronavirus ("COVID-19") pandemic; and
WHEREAS, the COP will be supplied with uniforms, equipment, and a certificate of
course completion and given an opportunity to volunteer and assist MPD; and
WHEREAS, the initiative will be a City-wide effort, focusing on specific neighborhood
solutions in areas with high crime; and
WHEREAS, COP volunteers will not be authorized to take any police action but will
patrol the communities looking for suspicious activities and reporting them to the commanding
MPD officer of the area, give aid to motorists, and provide added visibility; and

WHEREAS, the funds provided by the subaward agreement ("Agreement") will be
applied to reimbursement for costs associated with the Project during the period commencing
October 1, 2020 and ending September 30, 2021 and does not require a City match;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
hereby adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The City Manager is authorized' to execute the Agreement, in substantially
the attached form, between the City and FDLE to accept funds in the amount of $39,799.00.00
with no City matching funds required to fund the Project.
Section 3. The City Manager is further authorized' to designate the Chief of Police to
negotiate and execute any and all other necessary documents, all in forms acceptable to the
City Attorney, in order to implement the acceptance and administration of said funds and
compliance with the requirements of the Agreement.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
