Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), authorizing the City
Manager to execute the Edward Byrne Memorial Justice Assistance Grant (JAG)
Program Subaward Agreement, in substantially the attached form, between the City of
Miami ("City") and the Florida Department of Law Enforcement ("FDLE") for the
implementation of the "Enforcement/Community Engagement Project" and to accept
funds in the amount of $38,205.00 with no City match funds required; further authorizing
the City Manager to designate the Chief of Police to execute any and all other
necessary documents, all in forms acceptable to the City Attorney, to implement the
acceptance and administration of said funds and compliance with requirements of the
subaward agreement.
Background of Item:
The Edward Byrne Memorial Justice Assistance Grant (JAG) Program provided a grant
award to FDLE to fund the Enforcement /Community Engagement Project. The City of
Miami submitted an application to FDLE and was awarded cost -reimbursement funds
for the implementation of the project. The Community Relations Section of the police
department will utilize the funding for overtime pay and equipment necessary to hold
Workshop Scenarios outdoors where proper social distancing guidelines can be
followed. Due to the recent protests around the country, there is a need to build trust
and legitimacy between the community and law enforcement. This subaward grant will
support the Cultural Awareness & Relationship Enrichment ("C.A.R.E") program to
increase community engagement with law enforcement. The ultimate goal is to
strengthen the relationship between the Miami Police Department and the community it
serves by increasing transparency and building trust. The Subaward Agreement is for
the covering period of October 1, 2020 to September 30, 2021 and does not require a
City match.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE THE EDWARD BYRNE
MEMORIAL JUSTICE ASSISTANCE GRANT PROGRAM SUBAWARD AGREEMENT,
IN SUBSTANTIALLY THE ATTACHED FORM, BETWEEN THE CITY OF MIAMI
("CITY') AND THE FLORIDA DEPARTMENT OF LAW ENFORCEMENT FOR THE
IMPLEMENTATION OF THE "ENFORCEMENT/COMMUNITY ENGAGEMENT
PROJECT"; FURTHER AUTHORIZING THE CITY MANAGER TO ACCEPT FUNDS IN
THE AMOUNT OF $38,205.00 WITH NO CITY MATCH FUNDS REQUIRED;
FURTHER AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF OF
POLICE TO EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS, ALL IN
FORMS ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE
ACCEPTANCE AND ADMINISTRATION OF SAID FUNDS AND COMPLIANCE WITH
REQUIREMENTS OF THE SUBAWARD AGREEMENT.

WHEREAS, the City of Miami ("City") submitted an application to FDLE and was

WHEREAS, the Community Relations Section of the Miami Police Department ("MPD")
will utilize the funding for overtime pay and equipment necessary to hold Workshop Scenarios

WHEREAS, due to the recent protests around the country, there is a need to build trust

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
hereby adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to execute the Subaward Agreement, in
substantially the attached form, between the City and FDLE to provide for the Project.
Section 3. The City Manager is further authorized' to accept funds in the amount of
$38,205.00 with no City match required.
Section 4. The City Manager is further authorized' to designate the Chief of Police to
negotiate and execute any and all other necessary documents, all in forms acceptable to the
City Attorney, in order to implement the acceptance and administration of said funds and
compliance with the requirements of the Subaward Agreement.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all legal requirements that may be
imposed including but not limited to those prescribed by applicable City Charter and City Code provisions.
Z If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
