A RESOLUTION OF THE MIAMI CITY COMMISSION URGING THE FEDERAL
AVIATION ADMINISTRATION, MIAMI-DADE COUNTY ("COUNTY"), AND THE MIAMI
INTERNATIONAL AIRPORT ("MIA") TO TAKE ANY AND ALL APPROPRIATE
ACTIONS TO PROTECT THE RESIDENTS OF THE COUNTY BY PROHIBITING
INCOMING FLIGHTS FROM CUBA FROM ARRIVING AT MIA DUE TO THE
INCREASE OF NOVEL CORONAVIRUS ("COVID-19") CASES TO CONTROL THE
SPREAD IN OUR COMMUNITY; FURTHER DIRECTING THE CITY CLERK TO
TRANSMIT A COPY OF THIS RESOLUTION TO THE OFFICIALS NAMED HEREIN.
WHEREAS, on March 11, 2020, the World Health Organization declared the Novel
Coronavirus Disease 2019 ("Covid-19") a pandemic; and
WHEREAS, the City of Miami ("City") declared a State of Local Emergency on March 12,
2020; and
WHEREAS, pursuant to the State of Local Emergency, the City has taken all prudent
actions necessary to protect the health, safety, and welfare of the community; and
WHEREAS, the State of Florida has recently logged the most new Covid-19 cases since
August 2020; and
WHEREAS, there has also been an increase in Covid-19 cases in South Florida; and
WHEREAS, the Center for Disease Control and Prevention has issued a Level-3
warning that Covid-19 risk in Cuba is high and recommends travelers to avoid all non -essential
international travel to Cuba; and
WHEREAS, the lack of transparency and information coming from Cuba poses a health
risk to our community; and
WHEREAS, in accordance with Section 2-33(f) of the Code of the City of Miami, Florida,
as amended, the City Commission, by a majority vote, hereby deems this Resolution to be of an
emergency nature;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings set forth in the Preamble to this Resolution are
hereby adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The City Commission hereby urges the Federal Aviation Administration
("FAA"), Miami -Dade County ("County"), and the Miami International Airport ("MIA") to take any
and all appropriate actions to protect the residents of the County by prohibiting incoming flights
from Cuba from arriving into MIA to control the further spread of Covid-19 into our community.
Section 3. The City Clerk is directed to transmit a copy of this Resolution to the FAA,
County Mayor Daniella Levine Cava, the Board of County Commissioners, and Director and
Chief Executive Officer of Miami -Dade Aviation Department Lester Sola.
Section 4. This Resolution shall become effective immediately upon its adoption.
